The ILO is issuing a call for expressions of interest for experts who wish to be included in a consultancy database currently being compiled by the ILO Country Office for Viet Nam.

Interested consultants are invited to submit their application on-line in order to establish their profile in the database from which they may be considered for consultancy opportunities that may arise. 1. Introduction

In partnership with the Ministry of Labour, Invalids and Social Affairs (MOLISA) as the key Government of Viet Nam partner, and its Department of Child Affairs as implementing focal point, the project "Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam" (ENHANCE Project) is operational since 2015 by engaging with a wide range of government, social partners and civil society in its implementation. The Project's overall development objective is to build a comprehensive and efficient multi-stakeholder response for the prevention and reduction of child labour in Viet Nam.

In addition, the project is collaborating closely with MOLISA and other UN agencies to build the national alliance 8.7 aiming to achieve Target 8.7 of Sustainable Development Goals on the elimination of child labour, forced labour, trafficking and modern slavery. It is expected that the project will organize a national strategic planning workshop for the national alliance in May 2019. Four thematic meetings on child labour and education, child labour in agriculture, child labour and business as well as child trafficking will be held between March and April 2019 by mobilizing relevant stakeholders and partners in order to obtain their inputs to the national roadmap/action plan to be developed in the strategic planning workshop.

The consultant works closely with the National Project Manager (NPM) of the ENHANCE project and the Regional Specialist on Fundamental Principles and Rights at Work (FPRW).

He/she is expected to provide technical support for specific activities to be implemented under the project.

2. Specific Duties

  • Provide technical support to prepare thematic meetings to be held under the national alliance 8.7 with particular focus on child labour and education as well as child labour in agriculture. The consultant shall also support the project team to organize a thematic workshop on child trafficking which will be mainly lead by other UN agencies such as UNICEF and IOM. The consultant is expected to support the project team to coordinate different government ministries and UN agencies such as UNICEF, UNESCO, FAO, IOM, UNODC and UNDP in order to successfully organize the meetings.
  • Facilitate the thematic meetings where necessary and/or requested.
  • Provide inputs to technical documents developed by the project team.
  • Provide technical support to other activities to be implemented by the project team.
  • Draft reports on the thematic meetings and the project’s progress.
  • Provide technical support to prepare the national strategic planning workshop on Alliance 8.7 to be held in May 2019.
  • Support any other relevant project-related activities requested by the NPM and FPRW Specialist.

3. Deliverable

  • Successful organization of 2-3 thematic meetings.
  • Reports of 2-3 thematic meetings.
  • Report on the progress of the project’s activities.

4. Timeframe and payment schedule

  • Consultancy will start from March 25, 2019 to the end of April 2019 for 24 working days.
    He/she is expected to work from distance for the first 5 working days.
  • Consultant is expected to be in Hanoi from 1 to 26 April 2019 (19 working days).
  • First payment will be made upon signing of the contract to cover the travel cost including DSA.
  • Second and final payment will be made upon completion of all assignments.

5. Required qualifications

  • Education: Advanced university degree in economics, management, social science or related field with demonstrated expertise.
  • Experience: At least seven years of experience in the above fields of which at least five years at the international level carrying out activities related to the areas of child labour.
    Working experiences in Viet Nam are considered as an advantage.
  • Languages: Excellent command of English; knowledge of Vietnamese preferred.
