Infrastructure Officer

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. Position information:
- Position title:    Infrastructure Officer
- Reporting to:     Project Manager
- Contract:    From starting date to 14 July 2013 with potential for extension
- Base in:     Tan An (Long An) or Long Xuyen (An Giang) with travel to project sites as required
Project information:
“Mekong Floods Rehabilitation of Rural Infrastructure and Water Sanitation facilities (MFR)” is one year project funded by European Commission’ Humanitarian Aid and Civil Protection (ECHO) will be carried out in Long An and An Giang Provinces. The overall goal of the project is to reduce risk of morbidity and mortality due to diarrhoeal disease and increase access to improved communities infrastructures to directly 107,275 persons affected population by for Mekong floods. The project’s activities will focus on community capacity building for disaster (flood) preparedness and mitigation in combination with knowledge and skill enhancement and awareness raising and small scale of infrastructures.
Position Summary
The Infrastructure Officer is responsible to assist the Project Manager to carry out project activities in designed provinces. S/he is responsible for cooperating with local partners and other project teams to ensure activities are carried in a well-planned manner and technically quality standard.

Main duties
- Work with Project Officers and partners to conduct pre and in depth assessment on infrastructure
- Review available technology and practice that can be adopted and used in the project area
- Work with local technical agencies to develop guideline on assessment, planning and implementation of infrastructure related work, including operation and maintenance.
- Assist the commune and project to finalize the plan and support partners to implement small scale infrastructure and material supported under water sanitation sector in project districts and commune.
- Facilitate community involvement and partner’s participation in activities planning and implementation, including monitoring and evaluation
- Ensure monitoring and evaluation in accordance with M-E plan set in the project implementation plan and project document.
- Assist in prepare reports on project activities, including partners activity’s report.
- Maintain a close working relationships with the CARE in Vietnam project team in all project activities;
- Maintain good working relations with partners and staff
Selection Criteria
- Relevant degree and demonstrated work experience and expertise on small scale and rural infrastructure
- Ability to work effectively as a team member and with minimal supervision
- Familiarity with the project area and local residence will be an asset
- Ability to work in fast-paced environment, with long hours and difficult (but rewarding) field travel
- Willing to travel in remote and challenging environments in the flood zones of An Giang and Long An province or Ho Chi Minh city, as needed.
