Infrastructure Financial Advisor

DAI, a U.S.-based global consulting firm operating in over 50 countries, is recruiting a highly qualified candidate for Infrastructure Financial Advisor position for the Vietnam Competitiveness Initiative (VNCI) Phase II, a USAID project. USAID/VNCI is a high profile project that works with national and provincial government agencies, foreign and domestic investors, and business organizations to finance and develop infrastructure, improve the business environment, and increase trade and investment in Vietnam in the post-WTO environment. The position is based in Hanoi for one year, with possible extension.
INFRASTRUCTURE FINANCIAL ADVISOR
Main Responsibilities:
- Work closely with international and local experts to support the design and implementation of innovative financing mechanisms and development facilities for public-purpose infrastructure projects including roads, ports, bridges, water treatment and delivery plants, etc. through PPPs and revenue bonds.
- Work closely with international and local experts to develop and deliver training programs and technical support to key government agencies and public and private sector stakeholders on risk analysis, structure project finance, revenue bonds, public-private partnerships and financial management assessments.
- Support the consultative process with foreign investors, business associations and government to develop investment-grade projects through PPPs and revenue bonds.
- Support the development of appropriate policies, institutions and laws and with government agencies and non-government stakeholders that will support public-private partnerships and revenue bonds.
- Coordinate capacity building activities for government agencies to design and implement innovative financing mechanisms and development facility for investment-grade infrastructure projects.
Support work of other USAID/VNCI initiatives that involve infrastructure, where necessary, such as the Provincial Competitiveness Index, Administrative Procedures Reform and Regulatory Impact Analysis.

Qualifications
- Excellent analytical skills, at least 8 relevant years of experience in business, government and development projects
- Experience in project finance, banking, infrastructure and fund management preferred.
- Outstanding communications, leadership, facilitation and interpersonal skills, excellent knowledge of Vietnamese government agencies, financial institutions, and economy and business.
- Excellent technical and project management skills.
- Excellent professional verbal and written communication skills in English and Vietnamese.
- University degree in finance, business, economics or relevant field, master degree preferred.
