We are looking for an experienced and dynamic candidate to fill the following position:

ICT FOR EMERGENCY RESPONSE COORDINATOR

The post is a fulltime, fixed-term, one-year contract, based in Hanoi with frequent travel.

Role:   Tocoordinate the delivery of efficient and effective ICT services to the emergency response teams in carrying out their work.

Report to:     Manager ICT based in The Netherlands

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

  • Closely follow up on current emergency operations with a view to evaluate the existing emergency ICT systems and provide necessary inputs to the EA, regional and country directors, and the GHT in relation to initial emergency Information and Communications Technology (ICT) response needs;

  • Based on the developing emergency situation, manages the ICT for contingency planning; plays a coordinating role involving HQ's and field based IT staff to ensure appropriate ICT hardware and services at the initial phases of emergencies are available. Ensures that operational standards are met during various phases of emergency operations in terms of ICT services. Reviews - and prepares, ICT related contingency plans and implements improvements to ensure effective initial ICT response.

  • Manages the continuous improvement of the ICT component of the Oxfam Novib process with regard to Oxfam’s Minimum ICT Requirements for Emergency Responses in consultation with all relevant stakeholders.

  • Designs and identifies new and innovative telecoms solutions for emergency situations.

  • In close consultations with the relevant units, assesses ICT specialized deployment equipment, staffing and budget needs, addresses immediate requirements and advises the manager of ICT as appropriate.

  • Takes active part in Oxfam International ICT working groups to review and coordinate existing Emergency response ICTs, with a view to integrate systems to avoid interference and duplication of resources; monitors international regulatory bodies decisions and potential impact on emergency operations and provides updates and suggestions the manager of ICT.

  • Reviews and develops stand-by arrangements in relation to ICT emergency and quick deployment response for Oxfam Novib and provides updates and suggestions to the relevant units and countries.

  • Initiates purchases of any specific or standard ICT equipment required for emergency responses.

  • Monitors ICT supply chain stockpile capacity and deployment capacity and the use of the Bicester emergency stockpile of ICT equipment and provides necessary updates and suggestions to the ICT manager to maintain or upgrade these functions.

  • Builds a global Oxfam Novib knowledge base of its active ICT networks and national regulatory decisions (licenses).

  • Establishes an Service Level Agreement (SLA) with countries for the provision of ICT equipment to emergency responses.

  • Assesses and tests equipment and technical solutions for emergency tools for ICT response and uses technological awareness to design and develop innovative emergency tools for the ICT response.

  • Participates in technology-review processes conducted by ICT and ensures integration of emergency/security needs.

  • Provides training and designs materials for use in emergency or security related training events in the area of telecom/ICT.

  • Provides, coaching, counseling and training to the ICT staff and users of ICT on emergency responses.

  • Participates in global workshops and trainings on emergency responses and security.

  • Represent Oxfam in Emergency Telecom Cluster Coordination Meeting

  • Build strong relationship with external support from other NGOs, providing update, offers as relevant.  

  • Performs any other responsibilities/functions deemed necessary or as delegated by the in order to meet the required level of the services in the organization.

TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE

  • An University degree in information technology and telecommunications.

  • Minimum 10 years of job experience with a progressively responsible functions in an organisation or a service or a corporation that provides extensive telecommunication or IT services to a large clientele. Out of these 10 years, a minimum of five years should be in the functional area at the field level that is directly relevant to the current position in Oxfam Novib.

  • At least 5 year relevant experience in the IT management of emergency responses.

  • Up to date and broad knowledge of ICT products and services and extensive knowledge of Oxfam and Oxfam Novib IT and Telecom systems.

  • Hands-on experience and exposure to a wide range of telecom technologies (HF, VHF, UHF, satellite, telephony, connectivity and power generation) and wide range of IT systems (servers, workstations, printers, routers).

  • Provides support in the area of ICT for contingency planning in developing emergency, plays a coordinating role involving head office, and field ICT staff to ensure appropriate ICT hardware and services at the initial phase of emergencies.

  • Proven ability to deal with multiple tasks in a courteous and service oriented manner under stressful working conditions.

  • Good communication and strong interpersonal and negotiation skills to deal with staff members of different cultural and educational backgrounds.

  • Proven skills to coordinate among different units, services and agencies.

  • Strives to live up to high ethical and professional standards.

  • An outgoing personality and a team player with service oriented attitudes.

  • Excellent knowledge (written /oral/comprehension) of English, any other Oxfam language will be an asset.

  • Experiences in organising and conducting ICT related trainings

  • Able to travel on a very short notice to join an emergency response in countries where Oxfam Novib is EA (e.g. flexibility, visa requirements, etc).

  • High safety awareness.

Gross Annual Salary Range: VND 478,755,174 – VND 718,132,761
