I.BACKGROUND
In August 2011, the long-lasting low pressure conditions coupled with several tropical storms generated huge rains in South-East Asia. The monsoonal flooding across these countries was unusually severe, generating the worst floods in Southern Vietnam since 2000. The densely populated Mekong Delta provinces of An Giang, Dong Thap and Long An were the worst hit. The initial emergency response (which included relief operations conducted by the Vietnamese Red Cross in coordination with the International Red Cross and Red Crescent and the Participatory National societies present in country) provided support to the affected communities so they could meet their basic needs.

The government response ensured that the food needs were covered in the aftermath of the disaster. However, significant needs still need to be addressed, especially in the sectors of permanent shelter and reconstruction, water, hygiene and sanitation (at households [HH] and at schools).

To support the affected population ECHO is funding through a consortium of French Red Cross (FRC), German Red Cross (GRC) and Spanish Red Cross (SRC) [the Consortium] and in full cooperation with
the Vietnamese Red Cross (VNRC) the following action: “Recovery operation for the communities affected by the floods in the Mekong Delta, Southern Vietnam”.

This project is the continuation of the emergency response operation conducted by the FRC/SRC/GRC in the Mekong Delta (MD) after the October 2011 floods. Evaluations carried out by several agencies showed that despite the emergency efforts of INGOs in the MD, there are still pressing humanitarian and recovery needs. Several assessments have been conducted in the area within the last few months of 2012 which have led to the above mentioned recovery operation.

French Red Cross is looking for consultancy for Project: “Recovery operation for the communities affected by the floods in the Mekong delta, southern Vietnam”, funded by ECHO.

Interested International/Vietnamese candidates are requested to send:

1.Proposal in English (max 5 pages) on how this task will be carried from his point of view. The report will outline the tools and detail work plan for the entire exercise taken in account the timeframe given under Heading III, point6.
2. Financial quotation taking in account the information given under Heading V and VI.
3. Complete CV
