PATH’s program in Vietnam is committed to responding to a broad range of health needs in the country. These include reproductive, maternal, and child health, infectious disease like TB and HIV, vaccines and immunization, and emerging health threats like non-communicable diseases. To achieve impact, PATH Vietnam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH seeks a Ho Chi Minh City Representative to oversee PATH’s office in Ho Chi Minh City to develop new partnerships with a wide range of actors, and create new opportunities for innovation in the South of Vietnam. The HCMCR will ensure high quality programmatic, administrative and financial management of PATH’s portfolio managed in HCMC, and help grow PATH’s portfolio in the country, particularly in the South. The successful candidate will oversee and help grow our small team of professionals, lead strategic interactions with leaders in the Mekong hub in Hanoi, our headquarters in the United States, as well as in-country partners and donors.

PATH is a highly matrixed organization, comprised of staff accountable to multiple teams and team leaders. This position will be part of the Senior Management Team of PATH’s Vietnam program, and share management and oversight of staff in HCMC with program leaders in Hanoi. Reporting initially to PATH’s Program Director, the HCMCR will manage relationships and represent PATH to government counterparts, in-country donors and development partners; supervise staff in the office; facilitate communications and foster learning opportunities between staff in HCMC Vietnam and teams based in Hanoi, headquarters and in other locations; ensure compliance with PATH, donor, and local government policies; develop proposals and new business opportunities with partners in-country and PATH colleagues around the world; and ensure transparent and efficient management of project and organizational resources.

Responsibilities

Oversee PATH’s work in the HCMC office, and contribute to PATH’s overall strategic and organizational development in Vietnam. Specifically:

  • Serve as member of Vietnam Senior Management Team (SMT) and Mekong Extended Senior Management Team (ESMT)
  • Serve as lead of key projects in HCMC and oversee project staff and deliverables.
  • Work with the Program Director and other PATH staff in Vietnam, and PATH global teams to support the execution of the Vietnam Country strategic framework and business development plan
  • Advise on redirection of Vietnam Country strategic framework and business development plan as trends change and opportunties arise
  • Ensure high quality of PATH’s programs by overseeing technical strategies, key inputs and project results
  • Establish and maintain effective working relationships with the Provincial Health Department of HCMC, the HCMC People’s Committee, and other governmental partners in the South of Vietnam
  • Represent PATH at key meetings and with strategic partners like AmCHAM, EUROCHAM, the US government representatives in HCMC, and key fora for innovation and health
  • Pro-actively engage existing and new partners from the private sector, academic institutions, community organizations and social enterprises in strategic partnerships for PATH in Vietnam
  • Participate in key local and regional workshops and conferences to remain current on trends and opportunities in HCMC
  • Pro-actively identify and respond to potential funding opportunities and assist in the expansion and diversification of PATH’s portfolio.
  • Provide strategic technical support and oversight to specific projects based on guidance from the Program Director and related program and project directors
  • Oversee and inspire all staff in HCMC office, ensuring team cohesion and shared responsibility and accountability
  • Manage project leaders and other selected personnel; co-manage key staff matrixed across the organization; provide oversight of HCMC office operations and staff
  • Work closely with the SMT and other key staff to identify staffing needs and advise on HR matters

Required Skills and Experience

  • Bachelor degree in public health, medicine, business or related field. Advanced degree is preferable. Other degrees acceptable if relevant work experience exceeds minimum below
  • At least 10 years’ work experience, including 3 years of senior management and two years in a health-related field
  • At least 5 years’ experience working with an international private sector entity or nonprofit organization
  • Extensive experience in business development, in the private sector or nonprofit sector
  • Experience recruiting, hiring, and supervising staff and consultants in a cross-cultural context; demonstrated skills in coaching and mentoring staff
  • Demonstrated experience in management of large projects with multiple partners
  • Strong leadership, strategic planning and technical skills, with proven capacity to direct and manage change, and inspire high-performing teams
  • Demonstrated knowledge of the Vietnam Health Systems and donor landscape a plus
  • Ability to interact and negotiate effectively with investors
  • Demonstrated ability to work with private, public, and non-for-profit and for profit organizations
  • Demonstrated skills in negotiations and effective communications with partner and subcontractor organizations
  • Ability to provide technical support mentorship in in programmatic issues when needed
  • Demonstrated ability to understand health global development issues, goals and strategies
  • Strong written and oral communication skills English
  • Exceptional interpersonal, teamwork, partnering and supervisory skills
  • Ability to be flexible and manage and accomplish multiple priorities; results oriented
  • Ability to multi-task and work under pressure to meet deadlines
  • Familiar with matrixed organizational structure and shared accountabilities
  • Must have legal authorization to work in Vietnam
