Travel requirements:     Travel throughout the province where located (Hanoi); infrequent travel for knowledge sharing and training within Viet Nam.

BACKGROUND:

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the University of San Francisco (UCSF) the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

MAIN DUTIES AND RESPONSIBILITIES:

Integrating PrEP Into Existing Private Clinics in Hanoi

  • Map, identify and propose suitable hospitals and clinics for PrEP legalization and partnership
  • Liaise with PrEP clinic and engage in initial recruitment talks
  • Help private sites to prepare dossiers submitting to DOH to request for license for PrEP provision and PrEP supply
  • Work with private sites on detailed implementation plan for PrEP services delivery
  • Ensure PrEP contracts are signed and up-to-date
  • Provide technical assistance to PrEP sites
  • Form and maintain relationships with CBOs for demand creation activities to drive PrEP uptake
  • Coordinate demand creation activities with HIV Communications Specialist
  • Provide ultimate responsibility for the compilation and submission of weekly internal reports to the Senior HIV program supervisor and PrEP monthly progress updates to the donor
  • Meet PrEP_NEW and PrEP_CURR targets
  • Advise management on the selection and technical direction of the PrEP program
  • Oversee case managers at PrEP sites 

Build and manage a network of HIV Self-Test Pharmacies

  • Build a diverse portfolio of pharmacies that will provide HIV self-tests (HIVSTS) to at-risk clients based on location, capacity, and willingness
  • Oversee the coordination of IRD VN receival of HIVST stock with US CDC- appointed stakeholders
  • Establish relationships with pharmacies to persuade them to cooperate with the project
  • Ensure that pharmacy contracts are signed and up-to-date
  • Regularly visit pharmacies to manage and maintain relationships with the pharmacies
  • Conduct training for pharmacy staff on both electronic and paper data collection tools
  • Trouble-shoot and discuss any problems with pharmacies, while reporting the issues to the employee’s line manager and documenting the problem in the customer relationship management (CRM)
  • Ensure that clinics are provided with materials for the promotion of the project
  • Liaise with local CBOs/CSOs to remain up-to-date on HIV hot-spots for potential pharmacy distribution
  • Manage HIVST inventory and delivery to pharmacies; update the electronic logistics management system with stock delivery and consumption data
  • Provide ultimate responsibility for the quality and submission of the monthly HIVST Donor report to the Senior HIV Program Supervisor 
  • Advise management on technical direction of the HIV self-test program
  • Meet HIVST targets

Data management

 

  • Collect data from HIVST pharmacies and ensure all HIVST data are entered into the electronic medical records system
  • Update the CRM software with information about activities completed and any issues or concerns of pharmacists and PrEP providers
  • Support the compilation and verification of project data from districts and relay to the Monitoring and Evaluation (M&E) team
  • Troubleshoot data quality issues in the field
  • Participate in data quality assurance activities of the project with M&E team and management
  • Communicate any issues discovered during fieldwork to management in a timely manner

Other tasks

  • Submit work on time so that all deliverables are achieved on time
  • Draft donor presentations as requested
  • Participate in weekly meetings on progress to targets
  • Support all aspects of project implementation as requested
  • Perform other duties as assigned

REQUIRED EXPERIENCE/SKILLS:

Academic credentials

  • Bachelor’s degree in relevant disciplines such as public health, medicine, pharmacy, social development, science or related fields
  • Master’s degree preferred

Work experience

  • Minimum 5 years of relevant work experience required, of which at least 1 must include PreP-related work

Professional qualifications

  • Fluency in Vietnamese and proficiency in English (both written and verbal) is required
  • Leadership skills, good attitude, self-motivated, and ability to work well individually as well as in teams.
  • Able to independently write reports and create presentations in both English and Vietnamese
  • Strong computer skills, including familiarity and comfort with using Microsoft Word, PowerPoint, Excel, and computer-based communications.
  • Highly motivated, willing to learn, service-oriented and able to work under high pressure and within a limited time frame.
  • Willing to engage with private providers at their convenience, which may be outside of normal working hours.
