BACKGROUND:

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

MAIN DUTIES AND RESPONSIBILITIES:

Integrating PrEP Into Existing Private Clinics in Hanoi

  • Oversee ECLIPSE-supported PrEP clinics in Hanoi
  • Advise the technical direction of ECLIPSE-supported PrEP services 
  • Provide training, clinical mentorship, and technical assistance to PrEP sites
  • Provide necessary support to the PrEP sites to reduce HIV and KP-related stigma and discrimination, and to improve quality of clinical services
  • Help partnered clinics to prepare dossiers submitted to DOH to request for licenses for PrEP provision and PrEP supply
  • Participate in the development of PrEP services delivery implementation plan; track progress of implementation plan against outputs
  • Track work plans and budgets and assist PrEP clinics in the planning, monitoring, implementation, and reporting of project activities
  • Ensure PrEP sub-awards are signed, up-to-date, and on-track to meet deliverables
  • Develop, revise, and adapt training materials, job aides, patient information materials, and other relevant materials for the PrEP clinics
  • Provide mentorship to PrEP clinic case managers
  • Ensure donor-set PrEP program targets are met

HIV Self-testing and PrEP Demand Creation

  • Implement and oversee PrEP clinic demand creation activities
  • Produce digital marketing designs and content for self-testing and PrEP promotion
  • Conduct and evaluate online marketing for self-testing through multiple channels including but not limited to websites, dating apps, Fanpages, and other social media
  • Liaise with community-based organizations (CBOs) for PrEP referrals
  • Oversee implementation of PrEP SNS social networking strategy model

Data management

  • Support the compilation and verification of project data
  • Troubleshoot data quality issues in the field
  • Participate in data quality assurance activities of the project with M&E team and management
  • Communicate any issues discovered during fieldwork to management in a timely manner
  • Update PrEP data quarterly into DATIM

Other tasks

  • Submit work on time so that all deliverables are timely achieved
  • Draft donor presentations and/or prepare required information as requested
  • Submit monthly progress reports and travel plans, and meet other reporting requirements as assigned
  • Manage HIV test-kit inventory
  • Participate in weekly meetings on progress to targets
  • Support other aspects of project implementation as requested
  • Perform other duties as assigned

REQUIRED EXPERIENCE/SKILLS:

Academic credentials

  • Bachelor’s degree in Public Health, medical sciences, Medicine, or other-related fields is required

Work Experience

  • At least 2 years professional paid experience required
  • At least 1 year of PrEP experience required 

Professional Qualifications

  • Ability to provide training, mentoring, and coaching to PrEP sites and case managers
  • Strong knowledge and understanding of PrEP demand creation 
  • Fluency in Vietnamese is required, proficiency in English are strongly preferred
  • Self-starter, self-motivated and has the ability to work well individually as well as in teams
  • Strong computer skills, including familiarity and comfort with using Microsoft Word, PowerPoint, Excel, and computer-based communications.
  • Highly motivated, willing to learn, service-oriented and able to work under high pressure and within a limited time frame.
  • Willing to engage with private providers and community-based organizations at their convenience, which may be outside of normal working hours
  • Strong organizational and work prioritization skills, attention to detail
  • Proficient with social media platforms, including Tinder, BlueD, Instagram, TikTok, Scruff, Jack’d, and Hornet
