The Health Information System (HIS) Coordinator will support the surveillance and laboratory systems strengthening work of the Association of Public Health Laboratories (APHL) in meeting the Global Health Security Agenda goals.  APHL, through a cooperative agreement with the U.S. Centers for Disease Control and Prevention (CDC), Division of Global Health Protection (DGHP) is supporting CDC Vietnam to strengthen laboratory and surveillance capacity in Vietnam. The candidate will possess a bachelor’s degree in Information Technology/computer science, public health informatics expertise, and project experience. The candidate will serve as a full-time contracted employee to APHL through September 29, 2023, with a 12-month renewal subject to satisfactory performance and availability of funds. APHL Headquarters is located in Silver Spring, Maryland and this is an International Staff position located in Hanoi, Vietnam.

Scope

APHL is seeking a Health Information System Coordinator with a background in computer science/health information systems and project management to provide technical support on the development, roll-out, creation of data warehouses, dashboards and health information systems (HIS) interoperability in Vietnam. The scope of work will primarily focus on supporting projects related to HIS development in Vietnam under the CDC-APHL Cooperative Agreement, including APHL’s implementation of Surveillance and Response activities.  The individual will have a strong understanding of the preventative health system and hospital information systems in Vietnam with relevant experience. The candidate will demonstrate excellent communication and organizational skills.

Responsibilities

  • Assist with coordination, planning, facilitation, and logistics of APHL-supported training, meetings, and workshops on HIS under the CDC-APHL Cooperative Agreement and maintain regular communication and technical updates to CDC Vietnam on the planning and implementation progress of all HIS activities.
  • Coordinate and work with diverse groups or organizations and stakeholders, including the Ministry of Health, Ministry of Agriculture and Rural Development, laboratory & hospital leaders, international development organizations, programming vendors, APHL HQ and CDC Vietnam
  • Provide technical guidance and support to the development and operation of a data warehouse system, integrating data from health information systems, including, but not limited to, immunization information systems, laboratory information systems, and supply chain management systems using industry standards methodologies such as HL7 FHIR, OpenHIE specifications, ICD10, data security and access controls.
  • Manage systems design, development and implementation projects with vendors and independent programmers for electronic reporting tools, laboratory information management systems (LIMS), and data management for different public health surveillance systems and data displays (or dashboards) including compliance with requirements and specifications, tasks, timelines, deliverables and budgets.
  • Provide guidance with maintaining or enhancing existing systems and provide real-time troubleshooting to technical problems/errors related to the use and operation of the data warehouse and associated data sources, monitoring tools to measure the performance of the data warehouse and continue to assess effectiveness for existing processes electronic tools/systems.
  • Liaise with CDC Vietnam to oversee the development of training materials, user manuals, and conduct training for staff in health information systems under the CDC-APHL Cooperative Agreement
  • Liaise with CDC Vietnam to conduct site visits to monitor, evaluate and propose recommendations/solutions for improvement.
  • Provide administrative and logistical support for HIS programmatic activity implementation
  • Facilitate communication with APHL vendors and contractors on HIS related activities under the CDC-APHL Cooperative Agreement
  • Participate in writing publications, reports, briefings, and/or other written and/or oral communications to highlight HIS accomplishments/progress of activities
  • Performing any other duties related to HIS as needed under the CDC-APHL Cooperative Agreement.
  • Other tasks as required

Knowledge                        

  • Knowledge of health informatics, including laboratory information systems and public health informatics, systems analysis, database design
  • Knowledge of programming languages including structured/object-oriented design, relational systems, scripting and query languages hardware and software requirements, and execution protocols especially MySQL and Postgres.
  • Knowledge of Vietnam’s public health systems
  • Knowledge of DHIS2 and use of this platform for data warehousing
  • Knowledge of Python, R, Javascript for data processing and analysis
  • Knowledge of health data warehouses.
  • Bilingual - fluent in written and spoken English and Vietnamese

Skills

  • Demonstrated proficiency in programming, development, and implementation of systems including data warehouse
  • Innovative in developing approaches to resolving issues
  • Synthesize information and translate it into action.
  • Skilled in public health informatics and laboratory information systems.
  • Strong presentation, written, and verbal communication skills are required (English and Vietnamese).

Abilities

  • Ability to design, develop, implement, and evaluate health information systems with proven expertise in data warehouses and interoperability projects and dashboards
  • Ability to work across a range of health information system domains including HMIS, LIMS, EMRs, and mobile data collection tools
  • Experience with implementing DHIS2 and DHIS2 tracker
  • Ability to manage projects using digital tools such as MS Teams, MS Project, Smartsheet
  • Ability to maintain an approachable attitude, act consistently and provide realistic advice in the context of resources.
  • Ability to effectively engage and collaborate with partners and stakeholders with varying priorities.
  • Proven ability to work collaboratively in a multidisciplinary team and to build consensus
  • Monitor developments inside and outside the customer environment to keep informed and anticipate challenges
  • Identify customer needs and match them to appropriate solutions
  • Passion for using technology to improve health outcomes

Minimum Qualifications

Required:

  • Having a bachelor’s degree or higher in Information Technology, computer science, information systems or health informatics, or an equivalent combination of similar education and certifications.
  • At least three years of experience in managing health information systems, including a minimum of two years experience in designing, developing, implementing, and evaluating web applications using web services and data integration tools.
  • Experience in using DHIS2 including knowledge of tracker, events, and aggregate, for data entry, analysis and configuration, development of data models, and customization.
  • Experience/expertise with implementing data warehouse and interoperability projects and dashboards
  • Detail-oriented with strong organizational, communication, and interpersonal skills
  • Strong problem-solving skills and the ability to work independently.
  • Good understanding of the preventive health system and hospital information system.
  • Demonstrated ability to work under high pressure and prioritize effectively to meet deadlines in a complex, challenging environment.
  • Ability to compile information and write routine and technical reports.
  • Demonstrated ability to work effectively and collaboratively within a team and across multiple partners
  • Ability to support and inform US CDC and other partners
  • Excellent work record that shows self-motivation
  • Ability to learn new software as required.
  • Bilingual - fluent in written and spoken English and Vietnamese

Preferred

  • Experience with designing DHIS2 installations, certification from DHIS academy and involvement with DHIS2 global community
  • Knowledge and experience within public health programs in Vietnam.
  • Experience working with US Government grants and programs preferred
  • Project management certification
