For more than 30 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for- all policies. Those working for this independent organization do not solely dispense care and treatment but fight to improve matters for populations living in precarious situations.

MdM currently works in 45 countries across all continents where it focuses on 5 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts, and tackling environmental impacts on health within a geographically limited area and where the causes are known. 

I – MISSION CONTEXT

In line with the Vietnamese “National Action Plan on Hepatitis Control 2015 – 2019”, MdM started, in 2015, a new project on prevention, diagnosis and treatment of Hepatitis C among people who use drugs in Vietnam. This project is implemented through different national partners with a strong peer based approach for all activities covered by the project. Alongside the implementation of the activities, one research on the model of care is currently ongoing.

In the first quarter of 2018, MdM and partners will support a public hospital to put in place a HCV treatment component to the current program.

II. OVERALL RESPONSIBILITIES

The Health Advisor is responsible for the medical quality and supervision - including monitoring and evaluation - of the Hepatitis C treatment component of MdM’s program in Vietnam.

The Health Advisor performs his tasks under the overall supervision of the General Coordinator in Vietnam. She/he works closely with the Project Officer in Vietnam as well as the Harm Reduction and HIV/AIDS Advisor, the Epidemiologist and the Medical Advisor for Eurasia Unit, who are based at MdM Headquarters in Paris.

Program Coordination

  • Coordinate the treatment component of the program in close collaboration with the project officer and the medical facility’s focal point;
  • Support the Peer Educators team of the Vietnam Network of People who use Drugs in their work on a daily basis;
  • Ensure communication flow between the medical facilities and program team;
  • Maintain close relationship with local implementing partners, and schedule regular meetings to discuss about the progress of project implementation ;
  • Provide regular feedback to the General Coordinator regarding the status of project implementation, challenges encountered and give recommendations on how to overcome obstacles and improve the quality of work ;

Technical support:
Provide technical support to the medical team in the designing of protocols, epidemiological follow-up, data collection and analysis, procedures/guidelines, etc.;
Work with the medical team on adapting treatment pathway for specific medical cases and/or identifying alternative regimen;
Perform as the medical focal point for VNPUD’s team of Peer Educators;
Monitor closely the implementation of medical activities’ by the partners, and ensure that they are carried out according to MdM standards ;

Monitoring and Evaluation (M&E)

  • Provide medical inputs and assist the Project Officer and the partners in designing and implementing the M&E system of the treatment component of the project;
  • In close collaboration with local partners, supervise and support data entry and analysis for the cohort;
  • Analyze and check the results of data collected with monthly monitoring reports prepared by the partner and ensure proper dispatching to the project staff in Hanoi;
  • Monitor project activities by analyzing indicators according to the operational targets and report to the General Coordinator ;
  • Contribute to the writing of situational reports and other reports (donor reports and project proposals);

Reporting and capitalization

  • Capitalize the practices with the aim to share with other MdM projects, or with other actors ;
  • Contribute to the elaboration of a paper aiming at documenting the model of care developed within this project;

Representation

  • Participate in programme levels technical meetings, workshops as often as required;
  • Represent MdM when needed to external stakeholders in coordination with the General Coordinator and other relevant staff ;
  • Any other tasks assigned by the General Coordinator depending on the situation and any changes in the programme. This list of activities is not exhaustive and may change depending on the situation.

III. BACKGROUND OF THE CANDIDATE

Education

  • Master’s degree in Public Health
  • Degree in Medicine or Nursing Diploma is an asset

Professional experience

  • Experience in program management and coordination of international health care programs
  • Experience in addiction related (medical) care and harm reduction desirable ;
  • Experience in operational research highly desirable
  • Experience in health education / training is an asset

Required skills/aptitude

  • Sound knowledge of hepatitis C prevention, care and treatment, and harm reduction programming ;
  • Sound knowledge of the Vietnamese public health system;
  • Good capacity to manage and analyse database ;
  • Good verbal and written communication skills ;
  • Flexible and able to adapt ;
  • Good diplomatic skills ;
  • Ability to effectively communicate with other professionals and organizations ;
  • Willing to work closely with key population
  • Non-judgmental approach to others.

Languages

  • Excellent English writing/speaking skills

  • Vietnamese law labour contract
  • Full-time employment, based in Hanoi
  • 6-month contract
  • Negotiable salary depending on personal experience and capacity
