World Learning is currently soliciting qualified candidates for a Grants Manager for an active USAID solicitation titled Pathways for Participation: Strengthening the Civil Society Response to HIV in Vietnam. Individuals should be able to demonstrate experience in implementing and managing programs in one or more of the following sectors: grants management, finance, budgeting, commodities procurement, community-based HIV programming, and technical and/or organizational capacity building.

SCOPE OF WORK:
The Grants Manager will provide financial and administrative oversight in the management of sub-grants to local civil society organizations (CSOs) in Vietnam working in the HIV/AIDS sector with most-at-risk populations (MARPs) in Vietnam. The Grants Manager will supervise 2 or more sub-grants, providing review and approval of annual work plans and budgets (including input for the Organizational Performance Management Plan), and review and approval of all sub-awardees within those grants. S/he will ensure that grantees are meeting all donor technical and spending requirements. The Grants Manager will assist with all grantee logistics and commodity procurement as necessary. S/he will be responsive to the needs and concerns of the grantee as they arise, and will direct the grantee to the appropriate assistance channels as needed.

ESSENTIAL JOB FUNCTIONS:
- Provides day-to-day financial and administrative oversight to grantees;
- Reviews annual grantee work plans and budgets for consistency with overall program goals and objectives, alignment with donor technical and spending requirements, feasibility, and cost-effectiveness;
- Conducts quarterly site visits and completes site visit reports to track grantee progress, measure performance, and ensure accountability;
- Assists the grantee in identifying program challenges or concerns, and directs the grantee to the appropriate assistance channels as needed;
- Works with Technical Officers and Organizational Development Specialist to ensure that program targets are being met, and that program strategies are consistent with national best practices, priorities, strategies, and mandates;
- Reports to the funding partner through both formal and informal debriefings, annual, and semi-annual reports; and
- Maintains an active dialogue with the partner/funder managers and timely respond to their inquiries.

REQUIREMENTS:
- A minimum of 5 years professional experience in grants management, especially in HIV/AIDS, international development, civil society, and/or capacity building; preference will be given to qualified Vietnamese candidates;
- A Master’s degree in finance or business preferred; advanced degrees in international development and other related fields will be considered in conjunction with experience;
- Experience managing large USAID and/or other U.S. Government grants; 
- Knowledge of U.S. Government spending regulations and mandates concerning humanitarian assistance;
- Experience drafting and revising program budgets, and completing U.S. government financial forms (i.e., SF-424);
- Familiarity with health logistics and commodity procurement preferred;
- Experience developing program work plans, and reviewing work plans for coherence and feasibility;
- Strong communication skills, including interpersonal skills, as well as strong written and oral English, to fulfill the diverse technical and managerial requirements of the program and effectively coordinate with a wide range of regional stakeholders;
- Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams;
- Effective and persuasive writing and public speaking;
- Proven sound judgment and decision-making skills; and
- Computer literate in MS Office (Word, Excel, Outlook).
