Governance Reform Professional

Chemonics International seeks applicants for a Governance Reform Professional position for an anticipated USAID-funded Vietnam Strengthening Provincial Capacity (SPC) project. 

The Governance Reform Professional (GRP) is responsible for counterpart engagement and adaptive management of the Strengthening Provincial Capacity (SPC) project. The GRP will regularly meet with high-level counterpart officials to provide updates on SPC activities and learn about new developments relevant to project implementation and will liaise this information accordingly with the chief of party and the Human Institutional Capacity Development Professional. The GRP will bring provincial government, economic actors, and economic development professionals together to analyze and build consensus and potential joint investment in local economic growth activities.

Principal Duties and Responsibilities

  • The GRP will identify capacity gaps in the existing training model and work with the Human Institutional Capacity Development Professional (HICD) to integrate those gaps into the training model.
  • The GRP will maintain a strong trusting relationship between SPC staff and government and counterpart officials, establishing effective lines of communication with critical counterparts to secure buy-in for activities.
  • The GRP is responsible for training and coaching the SPC team over the life of the project on context-aware programming and approaches, guiding each activity undertaken and determining programmatic implications of findings, including testing the theory of change and the viability of SPC strategies, approaches, and specific activities.
  • The GRP will advise the chief of party on adaptive management, including designing and leading SPC reflection sessions to make shifts in the work plan and/or the theory of change.

Job Qualifications

  • Degree in public administration, political science, or relevant discipline, advanced degree preferred.
  • Seven years of relevant experience.
  • Strong sense of perception and ability to think and work politically.
  • Ability to interact constructively and collaboratively with stakeholders at all levels, from national and local government and international donor directors to government officials and project beneficiaries.
  • Previous experience working on USAID or USG funded projects.
  • Demonstrated experience in local governance and institutional capacity building.
  • Skilled at determining objectives, writing work plans, setting indicators, and identifying project outcomes.
  • Excellent written and oral communication skills in English and Vietnamese.
