I. ABOUT THE ORGANIZATION

The Center for Education Promotion and Empowerment of Women (CEPEW) is a Vietnamese non-governmental organization which was established on August 20th, 1997 with a mission to address the root causes of social inequality, especially gender inequality in Vietnam.

During 25 years of operation, CEPEW has implemented many different research, education, intervention and advocacy programs to contribute to the elimination of gender stereotypes and gender-based violence, the enhancement of women’s economic capacity and political participation, and the promotion of transparency and accountability of public agencies. CEPEW also has extensive experience in providing technical assistance to agencies and organizations as well as coordinating several policy advocacy processes to promote gender equality and the rights of vulnerable groups in Vietnam.

Since July 2019, CEPEW has operated under the auspices of the Vietnam Scientific Association for Development of Talents – Human Resources and continues to pursue the mission of promoting social justice in Vietnam.

    • Research, education, communication and advocacy on gender issues in several areas such as promoting women's political participation, preventing gender-based violence, promoting gender-responsive budgeting, doing feminist research from culture and political economy’s perspectives;
    • Communication and education on universal values;
    • Promotion of the effective implementation of the Law on Access to Information;
    • Research, education and promotion of children's rights.

The Good Governance Program is one of CEPEW’s program areas, designed to increase citizen participation in public life and promote public agencies’ accountability.

II. SPECIFIC TASKS AND SCOPE OF WORK

1. Scope of work

The Good Governance Program Officer shall be responsible for the implementation of the following activities within the scope of the program in the years 2022-2023:

  • Promoting effective implementation of the Law on Access to Information;
  • Promoting the disclosure of land information.

In addition, the Program Officer may participate in implementing or supporting other projects under the Good Governance Program or other programs, such as:

  • Promoting non-discrimination and communication of universal values;
  • Conducting research, training and communication on neoliberal feminism.

2. Specific tasks

  • Coordinating and implementing program/project activities
    • Planning and designing detailed program/project activities and implementing activities as planned;
    • Coordinating with stakeholders (consultants, partners, service providers, etc.) and managing program/project personnel (assistants, collaborators, interns, etc.) to ensure program/project activities are carried out according to plan, with efficiency and good quality;
    • Preparing and consolidating relevant documents of activities according to regulations of the State, donors and CEPEW;
    • Preparing documents for project approval application (if any);
    • Coordinating with the Communication Officer to conduct communication activities for programs/projects.
  • Monitoring and reporting
    • Conducting periodic evaluation and monitoring activities to ensure programs/projects are implemented as planned;
    • Preparing and submitting project activity reports (quarterly, yearly, midterm, final, etc.);
    • Synthesizing information about programs/projects for the consolidation of CEPEW annual report.
  • Establishing, developing and managing partnerships
    • Identifying and assessing potential partners for collaboration;
    • Establishing, maintaining and expanding partnerships.
  • Fundraising for programs/projects
    • Searching for funding opportunities, connecting with potential donors;
    • Participating in the development of project proposals or proposing new initiatives (if any).
  • Capacity building
    • Planning and implementing capacity building activities related to the program’s concerned areas for project personnel, working groups, and the organization;
    • Participating in training courses/capacity building programs conducted by the organization and/or partners.
  • Other tasks
    • Coordinating with and supporting colleagues in the performance of other program tasks (if any);
    • Performing other office, administrative, communication and partnership tasks as assigned by the Center Director.

III. REQUIREMENTS FOR CANDIDATES

  • Bachelor's degree or higher in development, public policy, political science, economics, law, sociology or other relevant disciplines;
  • Interested in issues related to policies and governance and planning to pursue a career in development area;
  • At least 3 years of experience in project management and project implementation;having experience in conducting research and policy advocacy is an advantage;
  • Having logical thinking and good writing skills;
  • Critical and willing to learn;
  • Flexible and proactive in handling work, having a high sense of responsibility, able to work independently and complete tasks on time;
  • Excellent command of English;
  • Proficiency in basic application software such as Microsoft Office or Google Drive;
  • Able to go on business trips outside of Hanoi as required by the program/project.

  • Formal labor contract & benefits in accordance with Vietnamese law;
  • Negotiable salary based on experience and professional capacity, together with monthly allowances (including allowances for lunch, petrol, phone bill according to the organization's regulations);
