Oxfam is an international confederation of 15 organizations working together in 98 countries and with partners and allies around the world to find lasting solutions to poverty and injustice. In Vietnam, Oxfam is recognized as one of the leading international NGOs, especially in rural development, disaster risk reduction and humanitarian response, civil society development, ethnic minorities, and women’s empowerment.

They are looking for an experienced and dynamic individual to fill the following position:

The Role:     The advisor will be in charge of designing, organizing and carrying out training sessions on ownership of new knowledge regarding gender equality for Oxfam-Québec teams in the field (international volunteers and national employees) and for partners.

MANDATE CONTEXT
The strategic priority of Oxfam-Québec’s Volunteer Cooperation Programme (PCV) is to build the capacity of civil society organizations, local authorities and decentralized state structures, in which they work as actors to develop innovative practices in their own environment, to improve the quality of life of civilians, and to promote equality between men and women.

Oxfam-Québec also strives to support the empowerment of partners for them to better influence development strategies in their own country in order to ensure sustainable solutions for poverty reduction. The capacity of partners to link with external support is crucial to be able to implement projects that contribute to achieve their own objective.

In Vietnam, this strategy was implemented through an action plan that specifically focus on reinforcing partners capacities to fight against poverty and social injustice in order to demonstrate significant positive changes.  

JOB CONTEXT
As regards development support, Oxfam-Québec’s intervention strategy centres on gender equality and the war on poverty. Our experience in the field has demonstrated the close links between these two dimensions, which are also recognised by CIDA’s policy statement for efficient aid and the Millennium Development Goals.
Oxfam-Québec’s Gender and Development Policy focuses its action on the transformation of the men-women social relations for a more balanced sharing of power. More specifically, Oxfam-Québec’s strategy focuses on:

- The recognition of women as first class citizens;
- A greater involvement of women in the democratization process;
- The promotion of greater equality, justice and peace in social relations;
- The recognition and appreciation of women’s contribution to development.

As part of its Volunteer Cooperation Program, Oxfam-Québec intends to promote ownership of the gender dimension and gender-based analysis by its teams and local partners

KEY RESPONSIBILITIES
- Supporting Oxfam-Québec partners in the field in determining their needs regarding gender sensitivity and gender-based analysis;
- Popularizing gender-based analysis for teams in the field and partners ;
- Supporting selected partners in carrying out specific analysis regarding women’s strategic interests ;
- Supporting selected partners in carrying out gender-based analysis and identify priorities to be addressed in the targeted communities;
- Developing simple, practical, low-cost, gender sensitive tools for use by volunteers in the field and partners;
- Supporting selected partners in using Gender Sensitive Result Based Management and  developing gender-sensitive indicators;
- Supporting partners in developing a strategy for the implementation of gender sensitivity within the organization;
- Supporting partners and international volunteers in integrating gender-disaggregated data in reporting and using tham for project and proposal design purpose;
- Supporting partners and international volunteers in identifying roles specific to women and how the impact of interventions on women will be assessed (partners and Oxfam-Québec);
- Supporting teams in the field in evaluating/assessing gender sensitivity of proposed projects and programs;
- Support partners to organise learning activities on gender equality for their target communities;
- Supporting partners in articulating in texts or newspaper articles South-North links capable of stimulating public involvement;
- Supporting partners in developing knowledge-based learning;
- Coaching interns;
- Other tasks as requested by OQ’s Regional Representative.

Job Specific Competencies
- University degree in at least one of the following domain: Social science, gender and development, Feminists studies, gender studies, community development, social services or related field.
- Extensive knowledge of gender and development issues and gender equality issues
- University degree in at least one of the following domain: Social science, gender and development, Feminists studies, gender studies, community development, social services or related field.
- Minimum 2 years international work experiences, experiences in Asia would be an asset.
- Proven experience and knowledge on Gender and development, Gender Mainstreaming and Right Base Approach
- Proven skills of Result Base management and project management using Monitoring Evaluation and learning.
- Proven skills in training and coaching for adults
- Proven ability to raise awareness and reinforce capacities of colleagues and partners on gender equality issues.
- Outstanding written and verbal communication in English
- Knowledge of Vietnamese would be an added advantage

Gross Annual Salary Range:   
- Monthly allowance: $US 970;
- Supplementary allowance for a maximum of 2 accompanying dependants (40% for  spouse and 25% for a child);  
- Return airfare and amount  for 2 pieces of supplementary luggage;
- Settling-in allowance;
- Life, disability, health and dental costs insurance;
- Amount for housing costs;
- Most storage and moving costs;
- Resettlement grant upon return to Canada (3600 $ CAN after 2 years)
