Forest and Climate Change Specialist

The USAID Regional Development Mission for Asia is financing a five-year (2011 – 2016) regional program entitled Lowering Emissions in Asia’s Forests (LEAF). The goal is to achieve meaningful and sustained reductions in GHG emissions from the forestry-land use sector and for Vietnam to benefit from the emerging international REDD+ framework. SNV Vietnam together with Winrock International, Climate Focus, VNFORESTs and other partners are responsible for implementing LEAF in Vietnam.

To support this work, SNV is seeking: Forest and Climate Change Specialist (Vietnamese National)
Duty station: Hanoi with frequent travel to other provinces with some international travel

Main duties and responsibilities:
- Responsible for the technical implementation and monitoring of REDD and forest carbon activities in LEAF field intervention sites
- Provide support to build technical capacity in-country. Work in close collaboration with other Technical Advisors, Government counterpart staff and other project staff.
- Assess and measure the changes in GHG avoided emissions and removals as a result of the project interventions, with an emphasis on the use of remote sensing and GIS capability to measure and monitor change.
- Provide technical support for a range of REDD+ mitigation activities with a focus on sustainable forest management activities
- Guide forest carbon plot measurements and sampling design
- Develop monitoring, reporting and verification systems for the field intervention sites
- Design and provide training as necessary to partners, beneficiaries, and counterparts
- Timely preparation and submission of reports and other deliverables
Requirements:
- Master’s Degree in Natural Resource Management, Forestry, Geographic Information Systems (GIS), or relevant international development field
- Five years of relevant technical experience in forestry, forest carbon, carbon accounting, climate change mitigation, REDD+, and natural resource management projects (preferably in Vietnam)
- Experience on working on Forest Carbon projects; is up to date and has knowledge of different methodologies and MRV systems
- Strong technical skills on REDD+ and monitoring, reporting and verification (MRV) using approved carbon accounting methods.
- Excellent knowledge and demonstrated skills in land cover change modelling and GIS/Remote sensing.
- Excellent interpersonal and oral and written communication skills (English and Vietnamese)
- Demonstrated and proven record to work in a multidisciplinary team under changeable and complex circumstances.
- Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points)
- Good ArcGIS skills is highly desirable
- Duration of assignment
SNV offers a one year consultancy contract with the possibility of extension and a competitive salary package.
