Place of Performance: Ba Dinh District, Hanoi, Vietnam

Project Background:

Nathan Associates Inc. is implementing a USAID project in Vietnam to support the adoption and implementation of a risk management approach to customs, which will facilitate the implementation of the World Trade Organization’s Trade Facilitation Agreement of which both Vietnam and the United States (U.S.) are members. Nathan Associates Inc. will work with The General Department of Vietnam Customs (GDVC) to ensure simplification, harmonization, professionalization, and adoption and implementation of risk management customs approaches at the national and provincial levels to expedite cross-border trade and to enable Vietnam to implement WTO TFA commitments. The Project team will work with the GDVC, private sector and other Government of Vietnam (GVN) agencies to simplify policies and across GVN units, foster stronger linkages between national and provincial levels, and improve coordination and implementation at the provincial level.


As Finance & Operations Director, the candidate will report to the Chief of Party and manage day to day operations of the program’s offices in Vietnam.

Responsibilities and Tasks

The Finance & Operations Director will be responsible for the following:

  • Manage and lead supervision of field office administration;
  • Working with the component leads, finalizing approval documents for review and submission by the COP;
  • Ensure that financial management systems, policies, and procedures in the field office follow both Nathan Associates policies and federal regulations;
  • Together with the Administrator/Senior Secretary, coordinate the collection of materials for the weekly, quarterly, and annual reports and preparing drafts for review and submission by the COP;
  • Managing the project’s cash forecasts and tracking of funding sources and activity budgets including supporting the Home Office in preparing quarterly accrual statements;
  • Ensure transparent, fair, and USAID-compliant procurement of equipment, supplies, services, and other administrative and operational needs’
  • Working with the project communications specialist, ensuring that appropriate communications materials are prepared to promote project activities;
  • Serve as primary point of contact with the Nathan HO on operational issues;
  • Oversee the Field Accountant, Administrator/Senior Secretary, Finance Assistant, and Administrative Assistant;
  • Other tasks are directed by the Chief of Party.


The Finance & Operations Director should have the following qualifications:

  • A university degree;
  • At least 8 years of professional accounting experience;
  • Experience working on a donor-funded project;
  • Familiarity with USAID rules and regulations;
  • Strong problem solving skills;
  • Fluent English in speaking and writing;
  • Excellent communication and negotiation skills;
  • Demonstrated ability to adapt and be flexible; ready help to project start up will be an asset;
  • Possess good time management, analytical, interpersonal and organizational skills and work strategically and effectively in a team;
  • Able to handle confidential information appropriately;
  • Discretion, trustworthiness, team working, independent, deadline-oriented and proactive;
  • Strong attention to detail;
  • Demonstrated experience in Microsoft Office (Word, Excel, Power Point, etc);
  • Outstanding interpersonal skills.


The Finance & Operations Director will report to the Chief of Party and Home Office Project Director. The Finance & Operations Director will lead the administrative team.
