Finance Officer

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Finance Officer.

Position information:
Position title:     Finance Officer
Reporting to:     Finance Manager
Contract:          Two years contract with potential for extension
Base in:            Hanoi with travel to project sites as required
Position Summary:
As part of the CARE finance team, undertake and complete all financial tasks deem necessary to meet CARE, Donors and Government of Vietnam’s reporting requirements.
Main Duties:
Below is the list of major areas of responsibility, you are additionally expected to follow the staff work allocation framework for duties specifically assigned to you or to be shared with other colleagues in the Finance department.
1. Accounting and Reconciliation: Undertake reconciliation of

- Fund receipts and expenditure for projects under your assignment.
- Follow up with monthly reconciliation report of BS accounts, which related to projects you in-charge and clearing long over due items.
- Fund receipts and expenditure from CI members
- Coordinate with senior accountant to get COA for new project and timely inform project team
- Coordinate with finance team on month-end closing exercise to ensure timely closing of month-end accounts (check timesheet, recovery, JVs...)

2. Expenditure Monitoring and Reporting

- Review projects report and ensure the expenditure are within the approved budgets
- Undertake a thorough look of projects transactions when entered into the system and make sure the description and coding is correct
- Timely prepare monthly expenditure report, with analysis on spending progress to send to project team for review and feedback
- Undertake donor reporting for interim and final projects reports
- Meet internal financial reporting needs as required by management
- Support and provide guidance to project team on project close out procedures
- Provide monthly assets purchase list to Project Manager and focal person
- Monitor SPC charge against budget and alert respective staff relates to burn rate on SPC

3. Budget and Project Cash flow Management

- Assist program staff developing project budget revision and CWP
- Ensure timely uploaded budget and CWP to SUN system
- Support FM and PM to prepare and review proposal budgets when required.
- Closely monitor project budget against flexibility level (as per IPIA)  and timely inform PMs for follow up actions
- Monitor exchange rate against budget exchange rate and alert Finance Manager and Project Manager with possible of budget revision on a timely manner
- Coordinate with Project Manager and submit fund request as per IPIA fund transfer schedule on a timely manner

4. Internal Financial Controls

- Have improved understanding of CARE financial guidelines related to procurement, cost norms, taxation and payments etc
- Ensure compliance of all financial guideline, policies and procedure COFM, donor when applicable.
- Ensure partners and other stakeholders are in compliance with financial guideline, policies and procedures i.e. COFM, donor or partner’s financial guideline whichever is applicable
- Help senior management to promote transparency and accountability and good accounting practices
- Undertake validity of supporting documents as submitted and attached to payment vouchers
- Ensure payments authorization by staff is in accordance with the framework of delegation of authority
- Perform regular internal audit visit to project site and partners for review of internal control system, accounting books, financial vouchers, carry out surprise cash count...
- Keep confidentiality of financial information as produced by finance team and received from senior management, partners and donors
- Support FM and ACD-F&A in revising cost norm, financial policies and procedures

5. Capacity Building/Training

- Support project team to develop project financial guidelines or update existing with change required.
- Provide orientation to the project staff and partners about financial guidelines and procedures, donor requirements and IPIA regulations
- Undertake partners assessment to ensure improved level of financial capacity and accountability
- Support building capacity for partners on project financial management through timely communication and regular field visit to project site
- Ensure confidentiality of financial information as produced by finance team and received from senior management, partners and donors
- Assist senior management undertaking internal auditing
- Support FM in on the job training for new finance staff

- Seek career development opportunities for yourself (internal and external)

6. Audit – Internal or External

- Coordinate and support the project audit process
- Attend to audit queries
- Follow up on all audit findings and recommendation with relevant staff and alert Finance Manager if any potential issues.
- Update monthly audit finding report on a timely manner with latest status on recommendations.

7. General duties

- Seek adequate comprehension of projects contractual documents, IPIA, MoUs and donor contracts etc
- Ensure periodic extract data on new fixed assets from SUN system and send to project/admin for recording and reconciliation.
- Ensure working environment is conducive
- Provide back up for other finance team member when the need is required
- Play active role in ensure a cooperative and supportive working environment

Selection Criteria

- Background in finance/accounting with minimum 3 years of relevant experience. Understanding on development works is required.
- Sound knowledge on project financial management, financial analysis, budgeting and reporting.
- Strong communication/coordination and interpersonal skills.
- Experience in partnership working.
- Good planning, management, coaching and facilitation skills.
- Fluent English and spreadsheet using
