About Rosa Luxemburg Foundation:

The Rosa Luxemburg Stiftung (RLS; www.rosalux.de) originated from the registered association "Social Analysis and Political Education" founded in Berlin in 1990. In 1996, it was recognised by the Party of Democratic Socialism (PDS) as its close political education institution. The Party of Democratic Socialism transformed itself into “PDS/Linkspartei”, later renamed itself into “Linkspartei” (Left Party) which is one of two parties in Germany that formed the new party “Die LINKE” (“The Left”) in 2007. RLS has become a provider of civic education and a centre for progressive social research in both Germany and throughout the world. As one of six party-affiliated political foundations in Germany it supports partners in developing countries striving for social justice, strengthened public participation and economic development. In February 2009, the People's Aid Coordinating Committee (PACCOM) granted the licence for the representative office for Vietnam in Hanoi.

In Vietnam, RLS (www.rosalux.vn) embraces the mission of assisting Vietnam’s transition to a market economy with socialist orientation embedded. Currently, it is cooperating with approximately 20 partners (e.g. Hanoi University of Social Sciences and Humanities; Vietnam Union of Friendship Organizations; School of Law under Vietnam National University Hanoi) by funding around 20 projects (including one in Cambodia) on three themes of Sustainable development including Climate change, Social justice, and Dialogue on development models.

Position Concept:

The Finance Officer is responsible for assisting the RLS Representative Office Vietnam and its cooperation partners in planning and controlling budgets and financial reports. S/he is in charge of managing and monitoring financially related activities as well as the reporting of RLS funds in an effective and efficient way. S/he works under the direct super vision of the Finance Manager.

Responsibilities:

- Study and control, together with the Project Managers, RLS’ cooperation partners in the budgeting process.
- Control RLS’ cooperation partners in financial management of their projects and in reporting, including:
o Control all processes in payables, receivables, finance- and project booking for RLS Vietnam’s cooperation partners,
o Manage day-to-day operational aspects of financial management with RLS’ cooperation partners,
o Maintain and qualify forms, data sheets, financial guidelines of RLS and the Federal Ministry of Economic Cooperation and Development (BMZ),
o Ensure funds for projects are spent according to the financial guidelines of RLS and BMZ,
o Monitor and send requests to he Finance Manager for money transfer to RLS’s cooperation partners’ accounts based on long-term and regularly updated financial planning in accordance with Project Agreements & Amendments,
o Ensure financial project documents are complete, current, and stored appropriately.

- Effectively develop and apply financial management systems and reporting methods.
- Prepare, together with the Project Managers, monitoring and evaluation procedures.
- Effectively communicate relevant information to the Director and the team of RLS and to the headquarters of RLS in Berlin;
- Provide training for RLS’ cooperation partners, if necessary, in processes, methodologies and/or other financial management tools, applied by RLS for enhancing project efficiency and effectiveness.
- Assist in translation of Vietnamese into English & vice versa of project-related information & documents.
- Assist and collaborate with the Finance Manager in implementing the financial audit.
- Assist the Finance Manager in project annual financial reporting and other assigned financially related work.

Professional and personal qualifications:

- Diploma in Business Administration, General Management or Economics;
- At least 2 years professional experience in financial management, book keeping and accounting - international accounting certification is an asset;
- Fluent in English - German is an asset;
- Familiar with general IT matters and software assisting finance management and project accounting;
- Understands how to communicate difficult/sensitive information tactfully;
- Team-oriented and highly communicative;
- Well-developed presentation skills;
- Convenient to work in an international and diverse environment.

Assignement:

The Finance Officer:
Reports to: Director and Finance Manager of RLS Vietnam
Is substitute for: Finance Manager of RLS Vietnam
Will be substituted by: Finance Manager of RLS Vietnam
The position will be offered to the selected candidate beginning from 01 October, 2012. The contract will be limited for one year, including a two months probation time. Based on a positive evaluation of the performance of the Finance Officer RLS will consider an extension of the contract.
