WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of about USD20, 000,000 (FY2014) with funding from 16 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding and grants. WVV employs about 500 staff, of which 99.5% are Vietnamese nationals.

In FY 2014 World Vision Vietnam implement 43 Area Development Programmes (ADPs) which operate in 6 zones: North; Thanh Hoa; Yen Bai; Quang Tri/Dak Nong; Quang Nam/Da Nang and South. WVV’s ADPs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. A uniqueness of WVV’s ADP approach and structure is that team members are based at district level where the ADP is located, which enables them to work closely with government partners and communities on a daily basis.

PURPOSE OF POSITION:

To provide overall management to all aspects of the Finance, Accounting in WV Vietnam;  promote financial stewardship, accountability, reliability and accuracy of financial reports and information;  develop, define and implement financial policies in compliance with WVI financial policy & procedures; ensure effective resource acquisition and management, accounting and reporting, utilization & safeguarding of assets.

-    Performance standards of the Finance Department are defined;

-   Finance Department’s work performance is measured against and aligned with the national objectives and in accordance with the defined partnership and regional standards;   

-  Guidance is provided to staff in developing their individual annual performance and learning/development objectives;

-    Opportunities and space are provided to staff to achieve their learning/development objectives;

-    Orientation and capacity building plan for Finance staff is developed in collaboration with PnC Department;

-    Performance Review of direct reports is conducted

-    Coaching and Mentoring is provided to the team members for their career path.

-    A clear strategy on capacity building and training of the finance staff at NO and ADP level on technical issues and audit is developed and implemented. 

-    Represent Finance at Senior Management Team meeting

 

Financial Management

-    Budget of the National Office, projects, grants and PBAS are reviewed periodically and advice is provided to management accordingly;

-    Advice is provided to management on strategic resource acquisition and allocation; Advice is provided to the Operations Director/National Director on the financial, budget and fund management of projects;

-    Monthly report sent to all departments on expenses giving explanation.

-    The policies, standards, procedures stated in the Field Financial Manual (and Grant Manual until alternative arrangement for Grants is in place) are implemented in accordance to the Field reality.

-    The annual Departments’ budget of the Field is planned and prepared; all projects budget is consolidated into the national office budget according to prescribed formats and standards;

-    NO budget, cash flow and project funding are effectively managed in cooperation with Operations Department; and see that low cash balance is held.

-    Quarterly financial review and analysis of the balance sheet, income statement are conducted and feedback provided to relevant stakeholders on the overall performance;

-    Systems of internal control are developed for funds and property;

-    Accounting systems and data are maintained, and financial data is presented for both internal managerial purposes and external reporting requirements.

-    Create simple systems are in place so that information is readily accessible to managers regarding budgets, Grant(*[1]) contracts and agreements.

-    Coordinate the audit and finalize the Field’s External Audit report.

-    Support is given to Operations and Quality Ministry in formulating, interpreting and implementing the Grant(*[2]) provisions as well as budgets;

-    Advice and support internal auditors of the Field to see the requirements are met as well as follow up on the internal audit report of NO.

 

 

JOB REQUIREMENTS:

Knowledge, Skills, Abilities:
(The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.)

Education

Advanced degree in Finance and Accounting  

Knowledge & Skills

-   In-depth working knowledge of accounting software packages, especially SunSystems, PMQ&A.

-   In-depth working knowledge of MS Excel.  Knowledge of MS Office and Lotus Notes.

-   In-depth working knowledge of Generally Accepted Accounting Principles (GAAP) and the WVI FFM.

-   Knowledge of WV operations and programming requirements.

-   Good working knowledge of grant accounting if program has grant funded projects.

-   Ability to review departmental performance against industry standards and benchmarks

-   Demonstrated ability to manage and Ability to lead with transparency and stay accountable.

-   Ability to work with and relate to national staff and expatriate staff from many countries.

-   Ability to train other staff.

-   Fluency in English

Good communication skills.

Experience

-   At least ten years of financial management experience.

Experience within World Vision.

Work Environment

-   Working under time pressures for monthly financial reporting, Annual closing, budgeting, analysis and reporting etc.
