Finance and Administration (F&A) Assistant

Funded by USAID, the PfP project will focus on mentoring local capacity building lead agencies, strengthening organizational and technical capacity of civil society organizations (CSO), and developing replicable and effective community-based services provided by and for people most-at-risk of and living with HIV infection in Vietnam.  The Finance and Administration (F&A) Assistant will be based in Ho Chi Minh City and report to the Office Manager. 

Responsibilities:

Admin and Accounting support (50% of LOE)

- Assist the Finance and Administration Manager in the administration and oversight of program fund disbursement in coordination with RTI and USAID guidelines.
- Maintains local audit file, including filing of general ledger journal vouchers, accounts payable documentation, and other miscellaneous financial filings.
- Identify potential accounting discrepancies and works with the Finance and Administration Manager to effectively research, track and resolve.
- Monitor project budget to ensure project expenditures versus milestones and reimbursements.
- Support technical managers and Finance and Grants Managers in compiling project financial reports.
- Monitor and track use of program income for activities originating from Ho Chi Minh City project office.
- Send, receive, file and record information about postal, pouch, Fax and email correspondence.
- Maintain an effective filing system, order and replenish office and stationery supplies and manage the document courier service. 
- Providing travel logistic support for staff and consultants in HCMC
- Provide assistance in preparing logistics for meetings and workshops in the South when required, including venue reservation, determining catering needs, preparing conference/workshop materials, arranging the travel, lodging, and registration of participants, consolidating conference/workshop evaluation result and maintaining any necessary records.

Grants Management support (50% of LOE)

- Overseeing grants management process for local organizations, including grants compliance with USAID rules & regulations
- Processing & tracking of grant application
- Reviewing and approving invoices of grantees
- Maintaining grants files and verification of all grant application documents and certifications ensures audit trail for all necessary grant documentation.
- Providing regular compliant site visits to project sites
- Other general accounting duties as assigned.

Qualifications:

- Minimum of Associate-level (or equivalent) degree  and 2 years of experience in the management of financial systems and budgets, financial reporting, auditing and/or taxation and/or taxation for a US Government-funded project
- Professional Accounting Designation (CPA, ACCA), or significant progress toward obtainment of designation preferred
- Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, accounting transactions, budgeting, reporting and ensuring compliance of internal control systems.
- Strong ability to work in a team-oriented setting.
- Knowledge of accepted accounting practices and principles.
- Advanced working knowledge of Excel and strong database skills.
- Strong financial acumen and analytical ability.
- Detail oriented, organized and able to meet tight deadlines.
- Self-motivated, results driven, prefers to work in a fast-paced dynamic environment.
- Must possess excellent oral and written communication skills including fluency in English.
