Field Consultant “Scaling-up public-private mix and operations research to support the Stop TB Strategy in Vietnam” Project

Through USAID grant, PATH is undertaking a project entitled “Scaling-up public-private mix and operations research to support the Stop TB Strategy in Vietnam”. The overall goal of the PPM project is to increase access to existing TB and TB/HIV co-infection case detection, treatment, and prevention services by leveraging the capacity of the private sector, specifically private clinics and pharmacies.

The PPM project will be implemented in the provinces of Hai Phong, Can Tho, Ho Chi Minh City, and Nghe An, from January to end of September, 2011, with potential of extension thereafter. 
Duties and Responsibilities:
Under the guidance and supervision of PATH staff in Hanoi, the Field Consultant (FC) will work mainly with PATH’s local partners to achieve project objectives in one of the given province. 

General responsibilities:
- Work in close collaboration with the Province Health Department (PHD) partners to promote quality performance within the province and district health systems to increase TB case detection;
- Assist the PHD partners to ensure that program activities are carried out within budget and timeframe specified and that all activities are aligned with PATH expectations re quality;
- Model effective leadership, including the principles of effective collaborative partnerships;
- Model effective supportive supervision
- Represent PATH with technical partners, at province and district technical meetings;
- Liaise between PATH and its local partners on regular basis; 

Specific tasks:
- Support the PHD partners to:
- Organize trainings for province and district level partners in the public and private sectors
- Organize and implement a system to track referrals of TB suspects from the private sector to public TB services, and TB patients from TB services to HIV services for VCT;
- Organize and conduct provincial evaluation workshops to review and improve the PPM works in the project period;
- Develop and update a PPM annual work plan;
- Follow-up on the progress of the annual and quarter work plan;
- Plan, organize and conduct systematic supervision, monitoring and evaluation of PPM and TB/HIV activities;
- Develop and submit timely quarterly activity and financial reports to PATH.
- Prepare for conducting other project activities (meetings, assessment and research etc.) at field sites;

Qualifications:
- Medical, public health or related degree
- Experience in communicable diseases or public health is highly desirable, but not required
- Good organizational skills required
- Ability to work effectively in multi-site organization and in a team-based structure.
- Good written and communication skills
- Good computer skills (Microsoft Windows, Excel, Power Point)
- Fluency in English is preferred

Consultancy fee
