JOB TITLE: EYE HEALTH PROGRAM ASSISTANT
TERMS OF REFERENCE

Helen Keller International (HKI) is an international non-governmental organization. Its mission is to save and improve the sight and lives of the world’s vulnerable by combatting the causes and consequences of blindness, poor health and malnutrition. We do this by establishing programs grounded in evidence-based research in eye health and nutrition.

HKI is implementing the ChildSight model in Nam Dinh, Son La and Can Tho province. It is a program designed to provide school-based vision-care services where screening, refraction, distribution of eye glasses and eye health referrals are provided to marginalized communities.

We are currently seeking a qualified and highly motivated candidate for the post of Program Assistant to ensure constant collaboration and communication among all partners and to track and trouble-shoot the progress of the program.

JOB SUMMARY

The Program Assistant will be based in Hanoi Office and is required to assist with all program activities and report to the Program Coordinator. In collaboration with all stakeholders and partners, the Program Assistant may be involved in provincial/ district and commune meetings related to eye health as appropriate. This position will be required to collect and analyse data and conduct regular M&E visits to the fields and provide recommendations needed to improve the eye health program.

Collaborate with: Admin/Finance team
Duty Station: Based in Hanoi, with regular travel to project sites (40%)

Key Responsibilities

Assist Country Representative and Program Coordinator in program management activities including but not limited to:

  • Assist in monitoring and tracking the progress of Eye Health program, ensuring activities are carried out in appropriate timely manner;
  • Work with partners to ensure screening, refraction and provision of eye glasses is organized and conducted for all students in project schools and is coordinated with all sectors;
  • Assist local partners through participating in training program of teachers and community health workers;
  • Develop and strengthen partnerships with local partner and key stakeholders, maintaining relationships with relevant authorities;
  • Translate office and project related documents (English and Vietnamese);
  • Improve and distribute ChildSight communication materials;
  • Manage project accounting activities (budget forecast, budget monitoring, cash advance request for program activities, monthly expense report...)
  • Assist in the design of monitoring and evaluation protocol;
  • Collect Baseline/End-line surveys, Quality of Life Surveys, and Pre/Post Test for trainings in the field;
  • Make monthly reports consisting of observations and documentation of work in the field while making recommendations to improve the program;
  • Carry out other tasks as required.

Contract duration: One year with possible renewal, starting from 01 November 2018.

Requirements:

  • Vietnamese citizen;
  • University degree (degree in public health or education is an advantage);
  • Must be willing to travel to project sites;
  • Proficiency in Microsoft Office (Word, Excel, Powerpoint);
  • Proficiency in statistical software (SPSS, SAS, STATA, etc...);
  • Working experience in development sector, especially NGOs and community groups;
  • Strong background knowledge of eye health in Vietnam;
  • Previous working experiences in health and education is preferred;
  • Has skills in project management, presentation and communication;
  • Knowledge in development and management of monitoring & evaluation plans;
  • Understanding of and sensitivity to poverty-related development and gender issues;
  • Good knowledge of spoken and written Vietnamese and English;
  • Ability to work in a team environment without direct formal hierarchy;
  • Demonstrates flexibility, adaptability and initiative;
  • Motivated team player who can manage his/her own project and provide support to team;
  • Agree with HKI’s mission and want to contribute to improving eye health in Vietnam.
