Evaluation Team: One International Consultant and Two National Consultants
(September – October 2011)

The project ‘Empowering People with Disabilities in Danang through Increased Economic Opportunities and Services (EPWD)’ is looking for an Evaluation Team to conduct the final evaluation of the project during September 2011 – October 2011. The team will work in Hanoi and have field visits in three districts of Danang province.
 
This is an external, qualitative and quantitative evaluation to measure the impacts of the project interventions on people with disabilities (PWDs) and caregivers of children with disabilities, the local service providers, local enterprises, local authorities and local communities. In addition, it aims to extract conceptual and practical lessons learnt on the various aspects of project implementation which will be helpful for replication in other similar settings through the government system.

1. Role and responsibilities of the international  consultant
The international consultant will lead the technical design and plan of the final evaluation and provide guidance of the whole process. He/she will develop work plan, supervise implementation at large, analyze data and prepare the final report. He will guide/work closely with the selected local consultants.  He will also closely consult with Save the Children project staff.

Key Competencies:
- Master’s degree in social sciences, management, or monitoring and evaluation related field.
- Minimum of five years work experience in designing and conducting qualitative and quantitative evaluation.
- Excellent analytical skills, strong experience on evaluation
- Strong interpersonal and teamwork skills.
- Good knowledge of Disability, disadvantaged population and Sustainable Livelihoods Development is desirable.
- Strong ability to take lead and coordinate work of a multi-disciplinary team .
- Excellent English report writing skills
- Excellent communication, facilitation, presentation skills
 
2. Role and responsibilities of the  national consultants
A group of two (02) national consultants will be selected.  One of them will be the national consultant who conducted the baseline and need assessment of the project. The other consultant should be nominated by the international consultant in consultation with Save the Children. Together, they will carry out activities as assigned by the international consultant to ensure that the final evaluation responds to the requirements of Save the Children.

Key Competencies:
- University degree in social sciences, management, or monitoring and evaluation related field.
- Good analytical skills, strong experience on surveys and researches.
- Broad knowledge and experiences on Disability and/or Sustainable Livelihoods Development are desirable.
- Good English skills
- Strong ability to work in a multi-disciplinary team.
