EOC Manager Assistant

The Cooperative Agreement between the National Institute of Hygiene and Epidemiology (NIHE) and the U.S. Centers for Disease Control and Prevention (CDC) - Global Health Security Agenda component - aims to build and strengthen Vietnam’s capacity in the prevention of avoidable catastrophe, early detection of health threats (in particular emerging infectious diseases), and rapid and effective responses to disease outbreaks and other public health emergencies. This is a five-year project but subject to fund availability.

We are seeking a qualified and highly motivated Vietnamese applicant to join CDC/NIHE Cooperative Agreement as an assistant to support the manager in operating an Emergency Operations Center (EOC). The position is based in Hanoi.

Position summary:

This vacancy is to support the Manager of the Northern Regional EOC located in the Department of Epidemiology in NIHE. The assistant will help operate the regional EOC and other related administration issues, specifically to:

  • Support watch staffs in receiving and monitoring surveillance data
  • Operate data management, analysis and interpretation. 
  • Prepare and develop routine reports, incident reports, on-demandreports, and media announcements.
  • Search for updated information on communicable diseases and outbreak news for preparedness of risk assessment.
  • Support the development of fact sheets, infographics, press releases, newsletters, and other products to illustrate the messages of outbreak situation to media and other organizations.
  • Create linkages between experts, supervisors, mentors, fellows, and trainees within and outside the country to set up a network and provide technical support to the EOC operations.
  • Establish a collaborative working relationship between national and international partners.
  • Establish activities logs and plans of the EOC operations.
  • Participating diseases surveillance and outbreaksresponse on-demand.

Required Skills

  • Good written and spoken Vietnamese and English (IELTS/TOEFL certification is preferred)
  • Proficient in MicrosoftOffice (Word, Excel, PowerPoint)
  • Advanced skills in data analysis, interpretation of epidemiological data, and writing of scientific material and manuscripts, as well as excellent presentation skills.
  • Excellent interpersonal skills and ability to work effectively in a team. Willingness and ability to travel within Vietnam.

Required qualifications and experiences

  • Undergraduate or higher is preferred, in medicine or epidemiology/public health or related field.
  • Good knowledge of research methodology, data analysis and biostatistics.
  • Good knowledge of computing software as one of the following: STATA, SPSS, GIS.
  • Experienced in working effectively with Vietnamese government counterparts at both national and regional level.
  • Experienced in working in preventive medicine area or epidemiology and outbreak control and prevention.
