Education Project Assistant

At present, Vietnam Country Office has programs in 22 out of 63 provinces in Vietnam.

We are looking for a Vietnamese national for:

  • Position: Education Project Assistant
  • Location: Hanoi

Main Responsibilities:

1. Program Planning and Implementation

  • Support Project Officer to develop Project Detailed Implementation Plan and provide support for partners in developing their respective Detailed Implementation Plan.
  • Assist Project Officer to produce and submit a monthly work-plan and progress update to the Project Manager that indicates project activities as well as the PO/PA’s schedule.
  • Work closely with national partners to ensure a smooth communication flow between relevant personnel, and to ensure project activities happen as planned.
  • Timely report on changes, unexpected situations and effectively cooperate with other team members for resolution.
  • Provide support in field-testing and making recommendations on the quality of SC project materials including training manuals, documentation, and other project materials.
  • Maintain database, records for case studies, photos, and other data for project planning and documentation.
  • Provide inputs and directly involve in communication materials development.
  • Work closely with the project team and relevant local partners to record best practices and effective working models.
  • Coordinate requested logistical issues for the project, such as visits, project surveys, activities and other related tasks.
  • Cooperate with other Education team members in joint activities.

2. Finance Management and Budget control

  • Be familiar with and comply SCI and donor requirements on expenditures
  • Support PO to work closely with partner and provide support to partners on budget management and finance regulation compliance
  • Prepare monthly cash request, advance requests and expense claim.
  • Support PO in the financial management and procurement related issues.

3. Monitoring, Evaluation, Reporting and Capacity Building

  • Frequently conduct partner visits to ensure project implementation from their side.
  • Assist in developing needs assessment tools, designing training modules, and conducting training as necessary.
  • Support PO in monitoring project activities conducted by partners to ensure project activities implemented as per work-plan.
  • Collect and submit monthly reports that compile the numbers trained and numbers reached in each project sites, achievements, challenges and lessons learned.
  • Participate in, support and prepare logistics for research, surveys and other monitoring and/or evaluation activities in all project sites as needed.
  • Propose solutions to address assessed needs and adjust implementation approaches to attain or maintain the highest quality based on assessment and ongoing monitoring and evaluation.
  • Provide input into reports as requested by the Project Manager in a timely manner.

4. Representational/ Coordination/ Networking

  • Meet with partners, education experts and consultants/suppliers on a regular basis, record minutes, cooperate and collaborate on program design and implementation.
  • Support PO in maintaining collegial working relationships with all stakeholders through collaboration and cooperation.
  • Actively collaborate with education team members as well as other sectoral colleagues in SCI Vietnam to promote shared directions, exchange best practices, and provide assistance.

Qualifications & Experiences

  • At least 1 year working experience, preferable in an (I)NGO environment, including experience implementing programs in related fields
  • Bachelor’s degree in community development/social work/education (management)/or related field
  • Experience in development projects implementation and supporting disadvantaged children is desired.
  • Having proven accounting/financial management skill is a plus.
  • Having experience working with national partner (Ministry level) is a privilege
  • Willing to travel, to learn and to provide positive feedbacks for others.
  • Good understanding of government administration system.
  • Commitment to humanitarian principles/accountability frameworks, especially for work with vulnerable populations.
  • Ability to work effectively with people of diverse backgrounds.
  • Good knowledge/experience of effective budget monitoring
  • Good communications skills in English and Vietnamese.
  • Good interpersonal skills.
  • Commitment to and understanding of SCI aims, values and principles including rights-based approaches.
