East Asia Regional Internal Auditor

Oxfam Australia (OAU) in East Asia has a portfolio of development and humanitarian programmes implemented through other Oxfam affiliates, local partners, local government authorities, networks and a small but significant number of programmes implemented directly by our own staff. With other Oxfam affiliates we retain humanitarian response capacity. Our sources of funding include institutional back donors (primarily AusAID, EC and private trusts) and community support income (including key supporters). Our partners include Government, other international organizations and cover a wide range of size and organizational capacity. We work in many of the more remote areas of the region, integrating long term development, humanitarian response and advocacy and lobbying interventions in order to deliver the greatest impact for the poor.

Duties:

Internal Audit within Oxfam Australia is an independent monitoring and quality control function designed to ensure the integrity of financial procedures and a high level of compliance with the organisation’s financial and risk management policies. The internal auditor is independent of the team responsible for managing and implementing programme funds. The internal auditor will report to the Mekong Regional Program Manager.

Main tasks:

- Reviewing and auditing the adequacy and application of accounting, financial and other operating controls, and promoting effective, appropriate control at reasonable cost.
- Ascertaining the extent of compliance with established policies, plans and procedures.
- Ascertaining the extent to which Oxfam Australia’s assets are accounted for and safeguarded from losses of all kinds.
- Ascertaining the reliability of management data developed within the organization.
- Contributing to management’s assessment of performance quality within Oxfam Australia’s programme and business activities.
- Liaising with other Oxfam internal audit roles or functions (including in Head Office and Country Offices) to share information and learning

The role is primarily focussed on Oxfam Australia’s programming in the Mekong sub-region but the post-holder will also be required to undertake audits to OAU programming and offices in other parts of East Asia (notably Timor Leste and Indonesia). It is expected that 80% of the post-holder’s time will be devoted to the Mekong sub-region.  In regards to the work outside of the Mekong sub-region, the post-holder will report to the East Asia Regional Manager based in Melbourne.

- Proven experience of identifying and managing financial risk through undertaking audits and at least 3-5 years of relevant professional experience
- Relevant professional qualification (undergraduate finance degree is essential, CIMA/CPA or equivalent is desirable) and experience of producing financial reports in compliance with audit requirements
- Resourceful and flexible with time management and personal organisational skills
- Respect and ability to understand  and work in low capacity environments without compromising standards and with an  ‘improvement approach’ in relation to people, processes and systems
- High level of written and spoken English and able to speak, read and write at least one major Mekong language (desirable)
- Experience working in the not for profit sector (desirable)
- Knowledge and commitment to adhere to the Red Cross and NGO Code of Conduct, Oxfam Code of Conduct, People in Aid Code of Good Practice and Sphere relief standards;
- Advanced communication and computer skills; including email, and other internet based tools
- Ability to maintain independence and neutrality whilst engaging with people and operations to achieve audit/assignment objectives
- Proven interpersonal skills and the ability to work in a diverse environment with sensitivity and respect.
