Disaster Risk Reduction Project Officer

Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam for more than 15 years. CRS projects assist local counterparts to build capacity in the areas of Education, HIV/AIDS care and treatment, Disaster Risk Reduction and emergency preparedness and response. PRIMARY FUNCTION

Ensure effective implementation and oversight of “La Chan Xanh (Green Shield): Strengthening Community Resilience to Coastal Natural Hazards in Central Vietnam” project in Nui Thanh district, Quang Nam province. Participate in fundraising and strategy development for Disaster Risk Reduction program. This position is based in Ha noi with about 50% travel to project sites.

SPECIFIC RESPONSIBILITIES

Programming:

• Project Implementation: Participate in the planning and implementation of “La Chan Xanh (Green Shield): Strengthening Community Resilience to Coastal Natural Hazards in Central
Vietnam” project with a focus on supporting local governments, informal structures at community level and primary schools to respond to natural disasters caused by natural hazards.Provide support to the project team in implementation of provincial and district level activities.

• Project Quality Management: Support development of program quality and monitoring quality indicators. Maintain M&E system and feedback mechanisms between CRS and partners.

• Technical support:
+ Provide support in designing training for community on DRR related issues, which includes: designing tools for assessing disaster preparedness behavior for communities, developing
training plan and training materials; providing input to the development of awareness raising/advocacy materials; conducting and/or facilitating training process and; evaluating the impact of training at community level.
+ Facilitate a process of participatory community mapping of disaster risks and planning of community interventions to respond to disaster risks.
+ Provide support in the designing and implementation of community innovative activities on disaster preparedness, including livelihood oriented activities. Provide support to local action planning on disaster risk reduction and emergency preparedness.
+ Provide support in the designing of activities to strengthen community capacity to restore/rebuild and manage natural resources, specifically mangrove forests.
+ Provide support to district DOETs and school teachers in updating DRR integration guidelines to be locally specific. Facilitate a process of teacher training and teacher preparation for DRR integration.
• Field Monitoring: Make regular field visits to project sites, meeting with project counterparts and participants to monitor quality or implementation of activities. Follow up the implementation and monitoring plan.
• Reporting: Provide regular recording, internal trip, activity reports and information for preparation of reports to donors, and others required by supervisor.
• Documentation: Participate in compiling lessons learned, designing and implementing events for exchange of program experience. Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing system to compile and disseminate best practices within and outside CRS.
• Program Strategy Development: Contribute to strategic planning and program development within CRS/Vietnam.

Finances:

• Financial Oversight: Provide support to project team in developing and monitoring annual program budgets. Maintain regular financial planning, review and adjustment.
• Financial Reporting: Cooperate with Finance team and partners to ensure effective tracking and reporting on budget expenses, to include financial reports, quarterly cash forecasts as required by supervisor.

Partnership, Advocacy and Networking:

• Partner Relations: Maintain positive working relations with relevant government bodies, international organizations, civil society organizations and local partners.
• Consultant Relations: Supervise planning, work output and personnel management of consultants. Ensure effective implementation of consultancy contracts, including development of
scopes of work, contracts and monitoring.
• Networking and Advocacy: Maintain positive relations with partners and relevant civil society organizations. Attend external meetings and networking activities related to disaster management and climate change.
Other: Troubleshooting and other tasks as necessary, education program activities / projects as requested by supervisor.

Qualifications and Personal Skills:

1. University degree in fields relating to Environment, Social Sciences and/or Education
2. At least three years professional experience, preferably with Vietnamese or international NGOs in the area of Disaster Risk Reduction and Education, Environment, Climate Change.
3. Knowledge of issues and policies related to DRR/CC in Vietnam
4. Good organizational and computer skills (Word, Excel, Powerpoint, E-mail and Internet -required)
5. Excellent spoken and written English
6. Good communication and interpersonal skills
7. Confident, proactive and flexible in work duties
8. Ability to work independently as well as in a team
