About CHAI:

The Clinton Health Access Initiative (CHAI) is a trusted advisor to governments worldwide, helping them transform the way they provide health services. Established in Vietnam in 2006, CHAI works with a number of departments in the Ministry of Health to help reach national goals related to COVID-19, hepatitis, TB, malaria and vaccination. CHAI has emphasized a sustainable and integrative approach to health systems strengthening premised on a close partnership with government to build national capacity so that programs can continue without our support.

CHAI’s team in Vietnam consists of a core of 18 staff in addition to staff at the regional and global levels.

Position Overview:

Based in Hanoi, the Deputy Country Director (DCD) will report to the Country Director (CD) and help ensure the overall success of CHAI’s work in Vietnam. The DCD will manage and help to implement the program portfolio and support the team to achieve all program objectives. He/she will support the vision, strategy, coordination, and management over a broad range of life-saving health
programs. The DCD will also help represent the office in liaising with CHAI headquarters and global teams, as well as with donors and in-country partners. The DCD will also support fundraising and office administration, including financial management and human resources.

Responsibilities:

  • Support the CD, Associate Directors, and Managersin defining overall strategy, develop clear operational plans for execution, and continually identify opportunities for CHAI to add value and maximize impact
  • Develop and manage program budgets and performance indicators in collaboration with program staff
  • Identify and develop new program and funding opportunities and develop and manage relationships with existing and potential donors
  • Support human resources management, including recruitment and management of existing staff
  • Oversee internal management of the office’s daily operations, including contracting with vendors, ensuring compliance with local laws, and interfacing with CHAI’s legal and financial teams
  • Manage processes for internal and donor reporting
  • Develop communication materials, make presentations and represent CHAI at public forums
  • Maintain a thorough understanding of the health landscape in Vietnam and the Ministry of Health’s key priorities and challenges
  • Lead implementation of one or more program areas while overseeing all program strategies, activities, work plans, M&E, and reporting
  • Maintain robust financial, administrative, and human resource policies and systems, ensuring they are aligned with CHAI global policies
  • Other activities and responsibilities, as needed

Qualifications:

  • Strong quantitative and analytical capacity, preferably with a background in economics, statistics, business, or health
  • Exceptional English communications skills, both written and oral
  • At least five years of work experience in a demanding, results-oriented environment, with increasing levels of responsibility and leadership
  • Experience conceiving, planning and executing complex programs or projects with verifiable results
  • The ability to manage within sensitive political contexts and develop strong relationships
  • Proven ability to inspire, mentor and lead teams for consistently high performance
  • Ability to work within limited budgets and human resources
  • Comfort working on highly complex problems without extensive structural or operational support
  • Working experience in Asia and/or fluency with east Asian cultures

Preferred Skills:

  • Vietnamese language skills
  • Master's Degree, preferably in business, health, or related fields
