SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+(Reducing Emissions from Deforestation and Forest Degradation).
SNV and its partners are looking for a Deputy Chief of Party (DCOP) to manage an anticipated project on Clean Energy funded by the U.S. Agency for International Development (USAID). , The DCOP will support the Chief of Party (COP) in providing technical direction, program management, and oversight in the program. SNV invites interested professionals that comply with the profile described below, to submit their CVs and Application letter to be considered for this position.

Responsibilities
- Providing overall technical leadership to achieve project objectives and results
- Recruitment, supervision and management of  staff and local/international consultants
- Budget management, and oversight on program finances and reporting
- Administering contract requirements and ccompliance with USAID rules and regulations
- Monitoring program indicators and evaluate program results
- Developing and consolidating project work plans and reports on progress
- Supervision of technical experts to ensure conformance to the programs’ description and work plan(s)
- Managing partner and subcontractor relationships;
- Ensuring positive and constructive donor and stakeholder relations
- Serving as the “acting” COP during the absence of the COP

Candidate profile
- Master’s level degree(s) in energy-related engineering, policy, business, finance, economics, or related field
- Extensive senior level professional program management experience in implementing clean energy programs, in the areas of policy reform, government engagement, market design and support, and technical analyses
- Sound project management experience, and experience working with government institutions, business and regulation agencies
- International work experience in developing countries, preferably including Southeast Asia, particularly Vietnam
- Strong interpersonal and communication skills in English (spoken & written)

Contract Duration: One-year associate consultancy with possibility of extension will be offered to the final candidate subject to donor approval of this project.
