Project/Proposal Summary: 
The aim of this two-year project is to strengthen the capacity of the Institute for Legislative Studies (ILS) of the National Assembly of Vietnam to perform its role as the legislative research arm of the National Assembly. The project will improve the capacity of the ILS to develop a five-year strategic plan for its operations; improve the relevance of the analyses it provides to the National Assembly; build the capacity of the staff of the ILS in legislative research and analysis; and improve the organization and management of the ILS.

Position Summary:
The Deputy Chief of Party (DCOP) will assist the Chief of Party in managing and administering the Program. He/she will be responsible for oversight of the management of technical assistance provided under the guidance of the Chief of Party and will also be responsible for oversight of administrative and financial affairs. The DCOP will be in place full time for the length of the project (approximately two years).

This position is a local position. Only Vietnamese citizens will be considered.

Responsibilities:
- Oversight of all technical assistance provided under the guidance of the Chief of Party;
- Management of the day to day operations of the program including oversight of the administration of the office and of the financial management system;
- Providing technical assistance within the scope of his or her skill set;
- Serving as replacement for the Chief of Party when the Chief of Party is absent from post.

Qualifications:
- Must be a Vietnamese national;
- At least 5 years of relevant management and/or administration experience, preferably with a donor or international organization;
- Demonstrated experience leading teams or assisting team leaders for activities of a similar type or scope as required by this activity;
- Have a demonstrated high level of experience in relevant development work with a preference for understanding aspects of legislative research and analysis;
- Knowledge of the role of the National Assembly of Vietnam and its relationship to other government agencies;
- Knowledge of the Vietnamese political system and context, particularly as it relates to the National Assembly and its research needs;
- Command of the English language.
