Deputy Chief of Party – Vietnam Forest and Deltas Program

Winrock International is seeking applications for Deputy Chief of Party (DCOP) for a proposal for the USAID-funded Vietnam Forest and Deltas Program, with the aim to reduce emissions from forests and enhance climate resiliency of people, places, and livelihoods in the delta regions. The position is full-time and will be based in Hanoi.  Vietnamese candidates are especially encouraged to apply.

Deputy Chief of Party – Vietnam Forest and Deltas Program

Responsibilities:
- Assist the Chief of Party in technical, administrative, and managerial tasks needed to ensure efficient program implementation, coordination, program compliance and delivery.
- Supervise, support, and direct staff.
- Manage local subcontractors and short-term consultants to ensure timeliness and quality of deliverables.
- Monitor program indicators, evaluate results and recommend improvements in implementation.
- Visit project areas regularly to assure project progress towards activity objectives and goals.
- Support annual work plan and progress report preparation, and monitor implementation.
- Interact directly and regularly with stakeholders.

Qualifications:
- Master’s degree in international development, forestry, agriculture, fisheries, economics or other relevant field.
- Minimum ten (10) years of experience managing international development projects/programs, of which at least 5 years must be in forestry or adaptation.
- Knowledge and abilities in program management, particularly in policy reform, government engagement, and technical analyses.
- Proven skills in one of more of the following technical areas: climate change mitigation, adaptation, forestry, land use planning, or disaster risk preparedness.
- Experience working with government institutions, NGOs, private sector, and local communities.
- USAID project experience preferred.
- Vietnam or other SE Asian work experience.
- Strong written and oral English communication skills.
