DAI Global, LLC is seeking candidates for a Customs and ICT Specialist to support the anticipated USAID-funded Trade Facilitation Activity in Vietnam, which is expected to begin in late 2018. The objectives of the program will be to achieve the simplification, harmonization, professionalization, and adoption and implementation of risk management customs approaches at the national and provincial levels to expedite cross-border trade and to enable Vietnam to implement WTO TFA commitments.

The Customs and ICT Specialist will provide technical assistance on program elements with a customs dimension, especially those relating to connectivity and automation. He or she will be responsible for leading activities that focus on customs reform and modernization (including training), the sharing of best trade facilitation practices and building synergies with other institutions, ICT inputs for national single window development, and ICT aspects of regional logistics improvement.

Qualifications:

• University degree in relevant field
• 5-10 years’ experience in customs operations
• Experience in customs systems, procedures and customs modernization and demonstrated ability to implement customs reform in a developing-country context
• Familiarity with customs automation and ICT-related issues
• Experience working on or with donor-funded economic growth programs– strong preference for prior experience on USAID-funded projects
• Excellent verbal and written English communication skills.
