”Scaling up Improved Household Food Security and Nutrition through Enhanced
Homestead Food Production in Vietnam”


Introduction:

HKI-Vietnam is a US non-governmental organization officially established its office in Vietnam in 2004. Its mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs grounded in evidence-based research in eye health and nutrition.

To address the nutrition and food security challenges in targeted project area, with the financial support from Irish Aid, HKI-Vietnam has been implementing the project: “Scaling up Improved Household Food Security and Nutrition through Enhanced Homestead Food Production in Vietnam” in Lai Chau and Hoa Binh provinces from 2017 to 2021. The EHFP model’s ultimate goal is to improve the nutrition and micronutrient status of mothers and children under two years of age in Son La, Lai Chau and Hoa Binh provinces. HKI supports targeted households with basic husbandries to improve homestead food production. HKI-Vietnam therefore needs one legally permitted and qualified consultant to provide continuing consultancy follow-up to provide technical consultancy to help the beneficiary households in the targeted communes to build yearly round nutrition home garden.

1. Services.

The consultant will be employed to provide technical assistance on gardening practices for targeted households of EHFP project through supportive supervision trips and propose expertise solutions to improve cultivation practices. The consultant is expected to accomplish the following tasks:

  • Develop guide on a yearly round nutrition home garden: select seasonal seeds/seedlings/ fruit plant for nutrition home garden, cultivating techniques, harvesting and processing.
  • Monitor and provide on job-training for agriculture extension in the targeted commune and project households on gardening techniques.
  • Provide field training for VMFs in Lai Chau and Hoa Binh
  • Monitor and provide technical support for field training for the beneficiary HHs
  • Monitor and provide technical guidance in hand-on for targeted households of EHFP project.
  • Write trip report with recommendations to improve the agriculture component of the project

2. Deliverables. Consultant shall provide the following deliverables:

  • Guidelines on a yearly round nutrition home garden
  • Provide training for village agriculture extension staff and VMFs
  • Trip reports after supportive supervision trip with technical guide or recommended solution for incurred issues.

3. Specifications. The Services and Deliverables shall be provided in accordance with the following requirements:

  • The duties must be carried out with due diligence and efforts so as to protect at the highest possible level the legitimate rights and interests of HKI-Vietnam
  • The Consultant must take legal responsibility for the quality as well as legality of the consultancy services to be provided according to the laws of Vietnam
  • The Consultant must be responsible for the professional quality, technicality, accuracy and timely completion of his/her work.

4. Timeline. Consultant shall perform Services and provide the Deliverables from 4/2018 to 30/5/2019 in accordance with the following schedule, timing and terms:

Note:
Phase 1 contract includes 15 days - item 1 (4 days), item 2 (3 days), item 3 (7 days), item 4 (1 days) for 1st quarter activities and will be signed in April 2018.

Phase 2 contract includes the rest of 33 days and will be agreed upon fund confirmation from donor.

5. Requirement of Qualifications and Experiences:

  • At least 15 years working experience in gardening techniques, especially nutrition home garden.
  • Having the knowledge of cultivating, seed/seedlings, organic fertilizer and organic agriculture production.
  • Relevant degree of Agriculture.
  • Fluent Vietnamese and English are required.
  • Strong skill of supportive supervision is preferred.

6. Logistics:

HKI will be responsible for arranging logistics for the consultant to travel from and to the project sites including traveling and accommodation if applicable.

7. Management

The consultant will work under the supervision of the HKI Vietnam Country Director and Project manager.

8. Notice and payment

The consultant will be informed in written for his/her acceptance of the scheduled or changed activities at least 7 days in advance before carrying out the activities. Payment will be paid after completing deliverables.

9. Budget

The fee for consultant will be negotiated and applied following HKI Vietnam regulations.
