Background:

Gruppo Trentino di Volontariato (GTV) – Volunteer Group of Trentino”is an Italian NGO that has been working on international cooperation, solidarity and global citizenship since 1999. Its mission is to link the community of Trentinowith communities in Southeast Asia to develop skills and exchange experiences, with particular attention to the rights of vulnerable groups such as children, women and minorities.

It has developed activities in numerous areas related to community development and has also expanded its intervention activities in Cambodia.

GTV's operations have been officially recognized by the Ministry of Foreign Affairs and International Cooperation as an OSC (Organization of Civil Society) – persuant to Law 11.08.2014 n. 125 and is therefore an Onlus (Non-Profit Organization of Social Utility) by right. According to a recent change in law, GTV is recognized in Italy as ODV.

To date, more than 20 years have passed since birth, GTV is currently working in northern Vietnam in a mountainous area geographically similar to Trentino, where, in addition to carrying out international cooperation projects on Water and Sanitation, Education and Agriculture, it also has a long-distance sponsorship programme. At the same time, GTV is focusing on expanding its network of contacts linked with solidarity travel by looking with interest also to other countries in Southeast Asia (i.e Cam bodia), with the awareness that this activity also contributes to the economic sustainability of the association and allows the realization of projects of international cooperation.

Position Summary:

The Country Representative (CR) is responsible for the leadership of GTV’s presence and operation in Vietnam and needs to coordinate with GTV headquarter based in Trento (Italy).

The position, based in Hanoi (with regular mornitoring missions to the project site in Ha Giang), encompasses the leadership and overall responsibility for the local staff, office management, project management, project management cycle and financial management. The CR, with the support of the local staff, plays a key role in leading GTV’s operations in Vietnam both in the immediate as well as the longer term with the aim to ensure GTV’s presence has a significant contribution to the poverty reduction process and community development in Vietnam. The CR must ensures that all projects are delivered in accordance with the donors’ guidlines and principles.

The CR is also responsible to develop and maintain good relations with the local government, NGOs, donors and other key partners. S/he is the most senior in –country representative with the Vietnamese Government and will be responsible for managing and overseeing all in-country program delivery and operations.

Duties and Responsibilities:

• Serve as GTV Country Representative under the strategic guidance and coordination of the headquarter office in Italy.
• Act as an liaison between the headquarter in Italy and the Vietnamese goverment, partners/stakeholders.
• Collaborate with the headquarter in Italy in anual budget and work planning
• Directly manage programmes/projects in Vietnam including mornitoring and reporting with the support of the junior staff.
• Participate in developing proposals including data collection, need assessment and budget planning.
• Responsible for office management including asset management, administrative and logistic work.
• Provide regular and substantive advice/updates/reports to the headquarter office in Italy on the programme/project implementation progress, as well as on emerging issues in Vietnam.
• Provide managerial direction, guidance and leadership to the junior staff on the program/project implementation.
• Participate in fund raising from international and local donors.
• Develop and maintain networking and collaborative reations with other NGOs in Vietnam, local partners and key stakeholders
• Send project periodic and final reports to the relevant local agencies as requested.

Qualification & Experience:

• Bacholor’s degree or equivalent in development related fields or other social science fields is required.
• At least 5 years of progressively responsible development and humanitarian experience that combines strategic and managerial leadership in development cooperation and humanitarian projects.
• Experience in office management including asset management, administrative and logistic work.
• Experience in project management including mornitoring & evaluation, proposal development, need assessment.
• Experience working with similar humanitarian NGO’s community-based programmes
• Demonstrated capacity to raise financial resources from a wide range of donors
• Knowledge and experience with accounability and financial management including donor compliance and reporting
• Experience in establishing and maintaining networking and collaborative relationships with local government, partners and key stakeholders.

• Advanced oral and written communication skills
• Fluency in English required (knowledge of Italian desired)

Working Conditions:

• Fulltime contract (40 hours/weeks)
• Salary: Negotiable
