Coordinators for the Project Addressing TB Control and Lung Health Activities through Vietnam Lung Hospital

The Vietnam National Lung Hospital seeks to recruit twofull-timeProject Coordinatorsfor the research activities under the ADDRESSING TB CONTROL AND LUNG HEALTH ACTIVITIES THROUGH VIETNAM LUNG HOSPITALProject. This project is funded by the U.S. Centers for Disease Control and Prevention (CDC) with the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). One position will be based in Ha Noi and the other position will be based in Ho Chi Minh City.

PROJECT BACKGROUND:
The Vietnam National Lung Hospital (VNLH)and the National Tuberculosis Control Program (NTP), under the Ministry of Health, are responsible for coordinating and managing national and external resources to support TB control activities in Vietnam. The Project “Addressing TB Control and Lung Health Activities through Vietnam Lung Hospital”was developed in response to funding opportunity No.CDC-RFA-PS11-1110and CDC-RFA-PS-11-004 of the U.S. CDC.The Project, comprising a research and a non-research cooperative agreement (Coag), aims to improvethe quality, efficiency and effectiveness of tuberculosis prevention and control and lung health programs in Vietnam.This employment opportunityseeks candidates for the Research Coag.

Project Implementation Strategy:
Research Coag:
- Evaluating Enhanced TB Infection Control Intervention in Healthcare Facilities in Vietnam (ENTIC study)
- Project duration: April 2012- September 2014
- Project locations: Positions are based in Hanoi and Ho Chi Minh City; project sites will be within a 5 hour driving radius of Hanoi and Ho Chi Minh City respectively.

JOB DESCRIPTION:
1) Lead Coordinator (based in Ha Noi)
The LeadCoordinator will report to VNHL/NTPProject Manager. The incumbent will assist VNHL/NTP in planning, managing and coordinating the ENTIC research activities under CDC’s research Coag to support the implementation of VNHL/NTP’s 5 years Strategic Plan.The Lead Coordinator will be responsible mainly for the northern study sites and periodically travel to Ho Chi Minh City to attend study related activities as needed. The position will be hired on limited term of two years with possibility to extend to a maximum of three years. Performance evaluation will be conducted annually. Duties include:
- Planning and coordination
- Under direction of Project Manager, preparing detailed work plan for NTP study staff, according to agreed timelines and benchmarks with CDC study team;
- Liaising with CDC (Vietnam, Thailand and Atlanta staff), NTP and counterparts to coordinate schedules and activities related to the study;
- Assisting in identifying and arranging support from appropriate infection control mentors for the intervention sites;
- Study management and monitoring
- Carrying out tasks according to work plan and work closely with counterparts with support from administrative staff to conduct study activities as planned; including training, baseline and follow up assessments, implementation of audit and checklist tools, follow up and liaison for mentoring of intervention sites’ IC committees, interim reporting, and dissemination activities;
- Overseeing data collection procedures and adhering to study protocol and all agreed upon procedures;
- Managing data queries from data management team;
- Identifying deviations from study protocol and suggesting corrections in a timely manner;
- Travelling to hospitals to monitor and track progress of the study;
- Drafting technical monitoring reports, annual progress report, and managing research files;

Other administrative tasks:
- Serving as resource person regarding per-diem and amendment guidelines according to cooperative agreement regulations;
- Supervisingresearch assistants and office administrative staff;
- Working with CDC Vietnam and Thailand staff to conduct study related trainings as needed;
- Taking minutes of technical meetings;
- Undertaking other duties as assigned.

Qualifications: Education, working experience, languages and skills

a) Minimum Master’s degree in Public Health (MPH) or related field is required.
b) Must have at least four years to five years experience in project management, budget and project oversight of large and complex public health projects. Minimum 2 years experience with the Vietnam HIV/AIDS response and knowledge of the related institutional environment is required. Knowledge and experience in TB infection control are desirable.
c) Must have thorough knowledge of the principles of management of public health programs and practices. Familiarity with HIV/AIDS programs, the Vietnamese government system, including with MOH, PEPFAR, CDC Global AIDS Program and other related programs and policies. Knowledge of project management tools and techniques to plan, schedule, implement, and evaluate complex programmatic and operational projects is also recommended.
d) Skills in coordination, communication and relationships with colleagues.
e) Strong computer skills, including use of Excel, PowerPoint, and Access are essential. Ability to generate, organize, and conduct simple data analysis is essential. 
f) Must be able to travel for approximately 25-30% of time.
g) Language requirements - Speaking/Reading/Writing Vietnamese is required; Level 4(Fluent) Speaking/Reading/Writing English is required (this will be tested). 
Salary and other benefits:9,393 US$/year (gross salary)

2) Project Coordinator(based in Ho Chi Minh City)
- Under direction of the Lead Coordinator, The Project Coordinator will organize various components needed to initiate, implement, and conclude the ENTIC study. The Project Coordinator will be responsible mainly for the southern study sites and periodically travel to Hanoi to attend study related activities as needed.The position will be hired on limited term of two years with possibility to extend to a maximum of three years. Performance evaluation will be conducted annually. Duties include:
- Planning and coordination
- Coordinating schedules and activities related to the southern study sites;
- Study management and monitoring
- Carrying out tasks according to work plan and work closely with counterparts with support from administrative staff to conduct study activities as planned; including training, baseline and follow up assessments, implementation of audit and checklist tools, follow up and liaison for mentoring of intervention sites’ IC committees, interim reporting, and dissemination activities;
- Overseeing data collection procedures and adhering to study protocol and all agreed upon procedures;
- Managing data queries from data management team;
- Identifying deviations from study protocol and suggesting corrections in a timely manner;
- Travelling to hospitals to monitor and track progress of the study;
- Assisting the LeadCoordinator in preparing technical monitoring reports, annual progress report, and research files;

Other administrative tasks:

- Managing study filing system;
- Supervising research assistant;
- Working with CDC VN and TH staff to conduct study related trainings as needed;
- Taking minutes of technical meetings;
