1. Background:

Recently SNV, Oxfam Novib, IUCN Netherlands, MCD and IUCN Vietnam agreed to form a consortium based on their shared interest in developing a responsible shrimp cultivation improvement programme in Vietnam. As a first step, site assessments are needed to inform a joint proposal for the RSCIP programme.

SNV as the lead implementer, with local partners ICUN VN, and MCD are in the process of assessing selected shrimp farming communities’ willingness to participate in the programme and their ability to comply with programme requirement. There are four critical issues which need further consideration in the development of this work:

i.Are international certification standards such as ASC, Global Gap, and organic(Naturland) doable for small scale shrimp farmers in Vietnam
ii.What is the gap between the current practices and certification?  What will it take to get small scale shrimp farmers up to levels acceptable for certification
iii.What is the business case proposition for attaining certification?  Cost/benefit analysis for small scale shrimp farmers
iv.What can the international community (NGO’s, donors, financial institutions, local stakeholders, government) do to make this feasible?  What is the next step, the long term plan/recommendation to get all of these institutions to work together to improve the sustainability of small scale shrimp farming in Vietnam

2. Tasks of the consultant:

The Objective of this assignment is to support the team and specifically the Program Leader to create a comprehensive final report and a corresponding proposal for potential donors. 

Clear guidance should be provided in the following areas:

(i)Overall strategy in drafting a comprehensive final report that presents the data gathered through field research in a logical manner
(ii)General English usage, style , grammar and presentation
(iii)Formatting, efficient and effective use of graphical representations of critical data.  To include tables, graphs, mathematical and statistical modeling
(iv)Craft a compelling written proposal for presentation to international donors which includes items (ii) and (iii)
(v)Create Powerpoint presentations that will be used at a final workshop for donors in Vietnam in December

3. Expected outputs and deliverables:

Based on the above tasks, the consultant should deliver a report providing recommendations for each of the five critical issues. A first draft should be completed half way through to be tasked with the supervisor. The final report should not be over 100 pages though it could be sub divided into smaller reports for the different regions.

The proposal(s) should be more than 4 pages per region.

4. Qualifications

- The consultant should have impeccable English writing skills and be a published author with peer reviewed articles on development issues. 
- A Master’s degree in Aquaculture, Development, International studies or similar would be preferable.
- The consultant will have record of providing outputs on a strict time schedule.

5. Timeframe and Location

The consultant will be recruited for a total of 10-15 days. No field time is seen as necessary and the assignment can be completed remotely. They will work closely with the SNV Aquaculture Program Leader Asia
