The USAID LinkSME project, funded by the United States Agency for International Development (USAID), supports the Government of Vietnam (GVN) in its efforts to develop, adopt, and implement policy and regulatory reforms to provide a more favorable environment for small and medium enterprises (SMEs). It also works with business support organizations (BSOs) and the GVN to improve the performance of SMEs and integrate them into lead-firm supply chains.  The project is implemented by the International Executive Service Corps (www.iesc.org), under a contract with USAID and an operating license issued by the People’s Aid Coordinating Committee. The USAID LinkSME project is seeking a Consulting Services Engagement Specialist/ Human Resources Consulting Service Specialist to assist in managing the identification, review, and engagement of technical consultants, as well as assisting the project’s technical team members in evaluating deliverables submitted by hired consultants thereafter.

Under the direction of the Finance and Administration Team Lead, the Consulting Services Engagement Specialist/ Human Resources Consulting Service Specialist will work full time and be based in Hanoi.

DUTIES AND RESPONSIBILITIES:

Specific responsibilities include, but are not limited to: 

  • Ensuring the project has qualified consultants by recruiting, vetting, selecting, following IESC Human Resource Policy;
  • Planning and managing the project consultant recruitment process on a long-term basis based on approved work plans and other guiding documents to facilitate the timely implementation of the project activities by:
    • Coordinating with the peer colleague – the other Consulting Services Engagement Specialist (CSES)/Human Resources Consulting Service Specialist - in handling consultant recruitment requests based on the technical expertise needs following the project’s policies with proper documentation and records;
    • Promoting and exploring job advertisements in proper sourcing channels and circulating the calls for experts among consultant networks;
    • Conducting preliminary screening of potential candidates and participating in the interviews as needed;
    • Negotiating each consultancy package in line with the USAID and IESC’s regulations.
  • Consult with the project’s technical staff to better understand the technical expertise needs of the project activities;
  • Reach out to professional associations, sector organizations to find potential consultants;
  • Maintain and manage proper consultant contracts, deliverables requirements, and payment record tracking;
  • Prepare and submit for approval any proposed changes to consultant contracts;
  • Submit approved consultant deliverables to the appropriate records location, notifying the appropriate technical staff and administrative personnel of each submission;
  • Maintain complete and adequate personnel files for all local consultants;
  • Communicate with responsible technical staff on consultant work process from end-to-end and follow up on the consultant deliverable due dates pursuant to the consultant’s contractual obligations;  
  • Perform any other task assigned by the supervisor to meet project objectives.

QUALIFICATIONS:

  • Bachelor’s degree in a relevant field; 
  • At least 8 -10 years of related experience with proven track record of working in human resources especially in individual consultant recruitment and/or relevant project management related to consultancy work;
  • Excellent coordination and teamwork skills;  
  • Interpersonal skills to form effective working relationships with people at all levels; 
  • Demonstrated integrity, proven organizational skills; approachability
  • Influencing and negotiating skills to implement personnel policies; 
  • Maturity, professionalism, and positive attitude;
  • Experience with official development assistance (ODA) projects, particularly those funded by USAID, is a plus; and
  • Fluency in written and spoken Vietnamese and English required.
