Consulting Services to develop a Sustainable Forest Management Plan for Con Cuong State Forestry Company in Nghe An

Lowering Emissions in Asia’s Forests (LEAF) program is funded by the United States Agency for International Development Regional Development Mission for Asia and is implemented by Winrock International in partnership with SNV - Netherlands Development Organization, Climate Focus and the Center for People and Forests (RECOFTC). LEAF is a five year program (2011-2015) which complements the efforts of numerous other donor organizations, private sector investors, and non-government organizations (NGOs) who are working to develop REDD+ capacity and operational frameworks in parallel with on-going United Nations Framework Convention for Climate Change (UNFCCC) negotiations that seek to define an effective and equitable REDD+ mechanism

Pilot innovation on emission reduction through sustainable land management is an important component of LEAF that is being piloted in both Lam Dong and Nghe An Provinces. In Con Cuong District, Nghe An Province, LEAF supports Con Cuong State Forestry Company (SFC) to develop a sustainable forest management plan (SFMP). This SFMP plan is in line with the new strategy and direction for the forestry sector of the Vietnamese Government as highlighted in Decision No 57/QD-TTg approved by the Prime Minister regarding forest protection and development plan for the period of time from 2011-2020.

In preparation to develop the sustainable forest management plan, LEAF has supported the development of the forest status map, maps of functional forest zoning, and completed a forest Inventory for Con Cuong SFC following the temporary guideline No 778/TCLN-SDR. At the moment, all forest inventory data and the maps are ready for the preparation of a SFMP.

The main objective of the assignment is to develop a sustainable forest management plan taking into emission reduction targets and multi-benefits of social, economic and environment goals that follow the Official Circular on the guidance of sustainable forest management plan which will be issued by VNFOREST.

The outputs submitted to LEAF project must be in both English and Vietnamese with the Timeline from January to May of 2014.
