M&E plan and CTITP capacity development to monitor inclusive investment projects in Bac Kan province

Background and Rationale:

The “Leveraging private sector investments through inclusive businesses” grant project was made available to SNV in order to complement the on-going IFAD-supported 3PAD Agro-forestry project in Bac Kan province, with special focus on its Component 2 Investment for Growth. The project aims to improve income and create new jobs for low-income population in Bac Kan Province through an effective Public-Private Partnership and a dynamic and efficient APIF that provide opportunities to promote and support the implementation of Inclusive Business as a comprehensive and sustainable solution to generate growth and improve poor peoples’ quality of life.

The APIF instrument is to generate sustainable access to markets, job creation and income increases for the low income population of Ba Be, Pac Nam and Na Ri districts of Bac Kan Province, through supporting business initiatives on inclusive ventures. This will be promoted through workshops/trainings and actual implication process from marketing, call for expression of interest, development of full project proposal, assessment proposal and implementation of grant projects.

The management of the APIF on a day-to-day basis and the promotion of inclusive investments will be exercised by the Centre for Trade, Investment and Tourism Promotion (CTITP) with the support from the 3PAD project.

The first round of the APIF call in 2011 had successfully selected 04 investment projects for APIF grant. The second round of the APIF had been and will be conducted in March and July 2012.
In order to assist the Centre for Trade, Investment and Tourism Promotion (CTITP) to monitor implementation of granted inclusive investment projects, SNV is looking for consultant(s) to develop M&E plan for CTITP and coach CTITP team in monitoring and evaluation works of the first 4 investment projects during the June-August period of 2012.

Objectives of the assignment:

The overall objective of the assignment is to monitor and evaluate implementation of granted inclusive investment projects. More specifically:
- To develop M&E plan for 04 APIF granted investment projects based on the APIF manual, designed monitoring tools, activity plan and milestones set-fort for each of the granted projects;
- To train the CTITP team on M&E
- To pilot M&E works during the period June-August 2012

Consultants Tasks:

- To study APIF manual, M&E tools, activity plans and milestones of 04 APIF granted projects
- Together with CTITP/3PAD team to develop overall M&E plan
- To train CTITP/3PAD team on M&E plan.
- To pilot and coach CTITP/3PAD team in implementation of M&E plan and elaboration of M&E reports.
- To identify critical issues and report to CTITP/3PAD management

Expected Outputs and Deliverables:

1.A detailed M&E plan, including periodic tasks to be implemented by related stakeholders, milestones and indicators to be reach, means of verification, mechanism for regular updating of information and identification of critical issues that the CTITP/3PAD project has to address;

2.Staff of CTITP trained and coached on monitoring tasks, data collection, regular updating of M&E system, and production of M&E reports; and are able to conduct similar tasks for the next APIF granted projects;

3.M&E report for the period June –August 2012

Location: Investment project sites in Bac Kan province and premises of investing companies if they are allocated outside of the Bac Kan province.

Timing: The development of the M&E plan is to be undertaken and completed within 02 weeks from assignment commencement. The training and coaching of CTITP/3PAD team to be conducted 5 days per month during June and August 2012.

The consultant team profile

The consultancy team is expected to consist of:

- Professionals in the field of rural economic development with experience in agriculture, agri-business, market strategy, value chain/sub-sector development.
- Professional(s)/practitioner(s) in the field of agri-forestry project monitoring and evaluation
