The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 02 qualified Consultants to develop training materials and a handbook of Frequently Asked Questions, and TOT training on the implementation of Decree 35/2019/ND-CP on imposing penalties for administrative violations against regulations in the forestry sector.

The consultants shall work closely with the CITES Management Authority in Vietnam and the Forest Protection Department, Ministry of Agriculture and Rural Development.

Please refer to the attached Scope of work (SOW) for more details.

Overall Goal:

Enhancing capacity for the law enforcement officers in applying legal regulations in dealing with wildlife violations and crimes, especially with the species that are trafficked internationally such as rhino horn, ivory, and pangolin.

Specific Objectives:

  • To develop training materials and a handbook of Frequently Asked Questions (FAQ) on the Decree No. 35/2019/ND-CP implementation for consistent understanding and effective application by law enforcement officers.
  • To conduct TOT training courses for local rangers and other enforcement officers;

Main tasks & Responsibilities:

  • Develop training materials on the implementation of Decree No. 35/2019;
  • Conduct 03 training courses;
  • Develop a FAQ handbook manual based on the training materials and other relevant documents;
  • Reporting.

Timeline/Working days:

  • Starting date: Sep 2019.
  • Ending date: 04 weeks after the last training course is completed.
  • Maximum working time for each consultant: 35 days (8 hours per day).

Qualifications and requirements

The consultancy will be conducted by 02 consultants:

Legal expert on administrative law and/or law enforcement expert (team leader)

  • A minimum of master’s degree and 7 years of relevant experience in wildlife law development/enforcement/wildlife management;
  • Good knowledge and experience in law enforcement, wildlife management, and/or CITES implementation;
  • Experience in training materials and/or handbook development, and training in law implementation;
  • Experience and skills in teamwork;
  • Good presentation and writing skills;
  • Fluency in office computer and English skills.

01 law enforcement and/or specialist on management of CITES implementation (team member)

  • A minimum of bachelor’s degree and 7 years working related to CITES implementation;
  • Good knowledge and experience in law enforcement and/or management of CITES implementation;
  • Experience in training materials and/or handbook development, and training in law implementation;
  • Experience and skills in teamwork;
  • Good presentation and writing skills;
  • Proficiency and fluency in office computer and English skills.
