Consultants to Carry out a Mid Term Review (MTR) for the Project “Poverty Alleviation through Livestock Development in the Northern uplands of Vietnam” (PALD)

The Swiss Cooperation Office for Vietnam (SCO) is the representative of the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO). It is responsible for the coordination of the Swiss Development Cooperation of the Swiss Government in Vietnam.

We are seeking a high qualified team consisting of one international consultant (team leader) and one national consultant to carry out a Mid Term Review (MTR) for our project “Poverty Alleviation through Livestock Development in the Northern uplands of Vietnam” (PALD). The mission will take place from 12 November 2012 to 14 December 2012 in Hanoi with field visits. Detail of the Terms of Reference (TORs) of the MTR is attached.

The criteria for selection include: proven experiences in M&E, livestock development especially in the upland area for poor households; market access and/or value chain; understanding the Vietnam context (government policies and programs), government institution; besides, the team should also have knowledge and proven experiences in cost benefit analysis and gender aspect. Understanding of the context in the Mekong region (Laos, Cambodia, Myanmar) will also be considered in the selection process.
