Consultant/Company to Conduct the Energy Audit

A.    About ISC

The Institute for Sustainable Communities (ISC) is an international non-governmental agency working to unleash the power of people to transform their communities in the face of climate change. B.    Background

Aiming to strengthen the lower Mekong region as a competitive and environmentally sustainable manufacturing hub, the Mekong Sustainability Manufacturing Alliance (The Alliance) program is a newly awarded 3-year USAID-funded Alliance, led by ISC, driving private-sector adoption of improved environmental and social safeguards by factories in the food processing, electronics and textiles sectors. The program will focus primarily on Cambodia, Thailand, and Vietnam, with both country-specific and region-wide activities.

C.    Scope of Work

ISC is seeking the Consultant/Company to conduct the Energy Audit for the factories below:

• 1 factory in Long An, Vietnam
• 2 factories in Binh Duong, Vietnam
• 1 factory in Dong Nai, Vietnam
• 1 factory in Soc Trang, Vietnam
• 1 factory in Kien Giang, Vietnam

We expect to commence the work in October 2022.

As part of the assessment, the Consultant/Company will specifically conduct the following:

• Conduct preliminary energy use analysis, including but not limited to facilitating kick-off meeting, reviewing facility’s information, verifying benchmarking data, calculating energy cost index, and providing energy cost component breakdown
• Conduct preliminary carbon footprint according to the international standard for GHG inventory and analyze the pathway to net zero emissions
• Develop the 2050 net zero emission pathway including energy efficiency measures (EEM), Renewable Energy (RE), coal phase-out and other options to the long term implementation plan to net zero emission
• Develop a preliminary EEM recommendation memo, including identifying the low-cost and no-cost EEM recommendations, assessing distributed and renewable energy opportunities, and presenting the recommendations to the factory team
• Conduct the site visit, including but not limited to a walk-through survey, reviewing current O&M procedures, conducting interviews with key members of the factory’s team, and performing space function analysis to determine key operating parameters, assessing operating efficiency, and refine the identified EEM based on the updated site visit information
• Prepare updated recommendations report including executive summary, research summary , finding and recommendations with calculated energy, cost-savings, and ancillary benefits, estimated EEM implementation cost for each measure, measure descriptions, prescriptive 2030 pathway, available incentives and investment analysis
• Present, discuss and seek feedback on 2050 net zero emission pathway opportunity to implement from the factory team
• Complete and submit the report

D.    Qualifications

The Consultant/Company must have:

• Demonstrated knowledge of and a track record in an energy audit service, carbon audit or energy efficiency study
• Experiences in providing similar services in Vietnam
• Local presence in Vietnam with the ability to work and travel to the project site
• Fluent in spoken and written English and Vietnamese is required

E.    Submission Requirements

Interested Consultant/Company must provide information indicating that they are qualified to perform the services, along with cost information, by submitting separated proposals (English) for each factory as above descriptions via email to [email protected], with RFP – Energy assessment–factory in XX by September 29, 2022, midnight ICT. Proposals should include the following information (max total of 5 pages).

• Name and contact details
• Description of methodology, work plan, and/or other technical inputs for the assignment
• Description of qualifications and past relevant experiences, ideally with garment manufacturers in Vietnam
• Three references who can speak to consultant’s successful completion of similar work, with contact details (email and telephone)
• Cost information in USD
