The Rosa Luxemburg Stiftung (RLS; www.rosalux.de) originated from the registered association "Social Analysis and Political Education" founded in Berlin in 1990. In 1996, it was recognised by the Party of Democratic Socialism (PDS) as its close political education institution. Vietnam is among the most vulnerable countries in the world to natural disasters. Its 3,440 kilometre coastline is prone to hydro-meteorological hazards such as typhoons and storms, which give rise to floods, tidal surge, and salt water intrusion. The central coastal provinces of Quang Nam and Binh Dinh are among the worst affected by hydro-meteorological hazards. The September-to-February rainy season is characterized by typhoons as well as regular heavy and prolonged rain, which causes widespread flooding. Typhoon Ketsana (Sept. 2009), one of the worst disasters to hit central Vietnam in recent years, killed over 99 people and caused floods that seriously damaged or destroyed 337,000 houses, as well as 14,000 ha of crops in 10 provinces. The central coastal provinces of Quang Nam and Binh Dinh are among the worst provinces of Vietnam affected by hydro-meteorological hazards. Catholic Relief Services (CRS) and local government are responding to the needs of coastal communities that are chronically affected by coastal hazards and who have lost lives, livelihoods, and assets to regularly occurring cyclones in Binh Dinh and Quang Nam province through the “Disaster Risk Reduction and Community Preparedness in Rural Vietnam” project. The goal is to reduce the vulnerability of coastal communities to natural hazards such as cyclones, flooding, and tidal surges.
