I. Background of VNAH Viet-Nam Assistance for the Handicapped (VNAH) (www.vnah-hev.org) is an international NGO based in Virginia, USA that provides humanitarian and development assistance programs in Viet Nam since 1990. On-going projects include technical assistance to local partners in development and implementation of policies and programs related to people with disabilities. The World Bank has been requested by Vietnam’s Ministry of Agriculture and Rural Development to provide technical assistance and advice regarding the challenge of remote rural populations, typically ethnic minorities, in the Northern Mountains of the country, who are being left behind as the country develops. To address this request the Bank is organizing an analytical and advisory activity centered on understanding the development challenges of these populations. An international conference, organized by Thai Nguyen University, will be organized in May 2014.
