Consultant Team to Conduct Baseline Assessment for the Project Making My Tho City Safe for the Journey to School

We are looking for a team to perform consultancy services for:

  • Vacancy: Consultant team to conduct the Baseline assessment for the project Making My Tho City Safe for the Journey to School
  • Location: My Tho, Tien Giang

Main Responsibilities:

The overall objective of this assignment is to conduct a formative study (baseline survey) in the targeted locations using variables and indicators to understand the landscape of road safety at the school zones, knowledge, attitude and practices among road users.

SC is seeking a consultant firm/ group to develop a proposal for the study, which includes submission to the SC Ethics Review Committee, conduct data collection and complete the final report.

Key Competencies:

Overall requirements for the consultant team:

  • Demonstrated experience in leading and conducting evaluations/ assessments of child road safety projects/programs
  • Demonstrated experience in participatory assessments methods
  • Demonstrated experience in qualitative and quantitative data collection and analysis
  • Professional work experience in Viet Nam preferred
  • Fluency in English required; fluency in Vietnamese preferred
  • Results focused and accountable

Specific requirements for the TEAM LEADER

  • At least 5 years of theoretical and practical experience with road safety, child road safety projects including “4E” elements (education, engineering, emergency, enforcement)
  • Master degree in social science or public health or engineering or road safety
  • Work experience and knowledge of Viet Nam and/ or global best road safety practices, particularly with regard to the typical road safety risk factors of Mekong Delta province and the national legal frameworks and regulations on child road safety
  • Strong management experience in both development and humanitarian work
  • Strong experience leading road safety related assessment/ evaluation teams
  • Good command of both written spoken English and Vietnamese
  • Previous experience working with GRSP is preferred
  • Good command of MS Word, MS Excel and any statistical software

Specific requirements for the TEAM MEMBERS

  • University degree in social science, or development studies, or transportation, community development
  • Demonstrated experience in conducting and reporting about quantitative and qualitative data/ analysis, researches/ surveys
  • Good command of MS Word, MS Excel and any statistical software
  • Demonstrated experience in both development and humanitarian work and community development work
