Consultant for supporting AADMER - Phase II 2012-2013 programme initiatives in Vietnam

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:
CONSULTANT for supporting AADMER - Phase II 2012-2013 programme initiatives in Vietnam  (1 position), work base: Hanoi.

Overview

The position provides project support in coordination with WV Viet Nam for the AADMER Phase II 2012-2013 programme initiatives underway in Viet Nam.
The primary focus on this consultancy will support the organization and hosting of an event, “AADMER on the Ground”, and the collection and writing of good practice stories illustrating disaster management at the community level to showcase at the event and to publish for internal and external distribution.

Background

ASEAN Agreement on Disaster Management and Emergency Response (AADMER)
World Vision International (WVI) is a member of the seven member NGO consortium APG Regional Governance Board to support the ASEAN Agreement on Disaster Management and Emergency Response.  The APG (AADMER Partnership Group) has delivered projects since 2009, working with National Disaster Management Organizations (NDMOs)1, the ASEAN Committee on Disaster Management (ACDM) and its working groups, and the ASEAN Secretariat.  WVI is the lead country for Viet Nam and Myanmar.

AADMER Phase I (2010-11)

Flagship Projects in Phase I provide a foundation and relationships for Phase II:

5.Outreach and mainstreaming
6.Training and knowledge management systems

AADMER Phase II (2012-13)

Viet Nam was part of Phase I.  Our main accomplishments included translations of key materials, stakeholder mapping and better understanding of primary actors, and an agreement to participate in Phase II.  Next steps include more dynamic interaction with the government actors for disaster management, support of in-country DRR efforts, sponsorship and participation in the 6th annual Community-based Adaptation forum (April 2012), and hosting an event, "AADMER on the Ground" conference in 2013 to showcase stories and practical examples of disaster management in communities.

Scope

The scope of this proposed work is:

1.Coordinate organization of an event “AADMER on the Ground” to be held before July 2013, date to be determined, in Hanoi, and provide an event report with highlights, key takeaways and photographs.  See below for more event detail.
2.Gather stories from communities which illustrate how government policy (AADMER) is actioned at the local level.   Under the guidance of WV Viet Nam, interviews will be conducted which demonstrate disaster management interventions and strengthened resilience.  At least 3 stories will be written in short, informal case study format.  These will be translated, published, and shared at the AADMER on the Ground event.
3.Other project support as needed, e.g. coordination of translation, printing and distribution of Vietnamese language materials and resources; meeting with key stakeholders; providing short updates to the regional team.

Final Outputs

1.At least 3 stories (short case studies) illustrating disaster management at the local level
2.AADMER on the Ground event + event report
3. Coordination of translation (into Vietnamese language), printing and distribution of AHA Centre Agreement; printing and distribution of other core AADMER documents (AADMER, AADMER Work Programme for 2010-2015, SASOP)

Schedule

This consultancy is supposed to begin on Jan 14, 2013 and run through July 12, 2013.

Remuneration

Total consultancy fee:  USD 100 to 200 per day, payable monthly on a schedule to be agreed.
All expenses incurred to support this work will be paid by World Vision.  Expenses claimed should be supported by original receipts.

Knowledge, Skills and Attitude Required:

- Good knowledge and understanding of diversified actors and networks of Disaster Management in Vietnam and Asia – Pacific Region
- Strong liaison, communication and negotiation skill
- Good English, especially in report writing
- Good at organizing/coordination public events
