A.    About ISC

The Institute for Sustainable Communities (ISC) is an international non-governmental agency working to unleash the power of people to transform their communities in the face of climate change. ISC’s mission is to help communities, cities, and industries around the world address environmental, economic, and social challenges to build a better future shaped and shared by all.

B.    Background

Aiming to strengthen the lower Mekong region as a competitive and environmentally sustainable manufacturing hub, the Mekong Sustainability Manufacturing Alliance (The Alliance) program is a newly awarded 3-year USAID-funded Alliance, led by ISC, driving private-sector adoption of improved environmental and social safeguards by factories in the food processing, electronics and textiles sectors. The program will focus primarily on Cambodia, Thailand, and Vietnam, with both country-specific and region-wide activities.

C.    Scope of Work

ISC is seeking an organization to provide Structural Roof Assessment and Strengthening services in preparation for a solar rooftop installation in a garment factory in Vietnam.

As part of the service, the Organization will specifically:

Conduct a structural roof assessment

• Structural investigation of the roof structure
• Structural analysis
• Structural assessment report
• Measurement of deflection of steel structure at the site and propose a remedial solution in assessment report in case the structure strengthening is needed.

D.    Qualifications

The Organization Consultant must have:

• Demonstrated knowledge of and a track record in a structural engineering assessment of commercial and factory buildings
• Experiences in providing similar services in Vietnam
• Local presence in Vietnam with ability to work and travel to the project site
• Possession of relevant certificates (issued by Vietnamese authority) proving their eligibility to conduct a structural assessment for industrial buildings
• Fluent in spoken and written English, and Vietnamese are required

E.    Submission Requirements

Interested Consultant must provide information indicating that they are qualified to perform the services, along with cost information, by submitting a proposal via email to [email protected], with RFP – Structural Roof Assessment in the subject line by Oct 9, 2022. Proposals should include the following information (max total of 5 pages).

• Name and contact details
• Narrative piece, that outlines the vision for the work along with suggested methodology, work plan, and/or other technical inputs for the assignment. Also, include the geography and sector focus.
• Description of qualifications
• Three references who can speak to consultant’s successful completion of similar work, with contact details (email and telephone)
• Cost information. The consultant should submit a detailed cost proposal in USD.
