Consultant to Publishing of the Toolkit on Application Active Teaching and Learning Methodologies into Teaching Math, Vietnamese and Natural-Social Subjects in Grade 1 and 2

BACKGROUND
Plan is an international humanitarian, child-centered community development organization without religious, political or government affiliation.  Plan Vietnam, in cooperation with the local authorities, is currently implementing projects in 15 provinces and cities in the northern and central regions of the country. Plan Vietnam has a Country Strategic Plan (CSP) for 2010-2015, which outlines the situation of children, and Plan’s response to these issues in the areas of early childhood care and development, child protection and disaster and climate change. One of the centered programs of Plan is Education including ECCD and Quality Basic Education.
As part of its continuing efforts, Plan is implementing a 3 years project on Active Teaching and Learning through Classroom Action Research in Thai Nguyen and Phu Tho Provinces with the goal to help children realize their right to quality education in general and to improve the quality of basic education so that children enjoy and better develop and retain basic learning competences.
The project has developed an ATL toolkit of 9 modules, of which 5 first modules on basic ATL methodologies and skills have been printed and disseminated to all project primary school teachers and are being used for teacher’s training and self-learning.  The rest of 4 modules on application of ATL in 1st & 2nd grades’ math, Vietnamese and natural-social subjects are planned for printing and dissemination in this year.
To complete these tasks, Plan is seeking a consultancy for technical proof-reading, designing and making layout the contents of material and a publishing house for printing of the above mentioned materials

I. Aim of the TOR:  This TOR is hereby to request for proof-reading, designing and making layout and publishing materials.

Scope of works:
- Proof-reading in Vietnamese version for both training material to be printed and training material under power point presentation to be VCD printed.
- Lay-outing the materials.
- Pinting the materials ( book and VCD)

II. Details of requested activities and expected results:
- Proof-reading of the Vietnamese version. A national expert will be hired to proof-read the Vietnamese version of training materials to be book printed and training material under power point presentation to be VCD printed. H/she will make any necessary change in wording or structures to make the materials clearer. The national expert is required to:
- Be a native Vietnamese speaker.
- Obtain rich experience in proof- reading.
- Have strong expertise on  active teaching and learning methodologies in primary education
- Have practical experiences in primary education in Vietnam

Designing and making layout of the materials:   
Potential contractor(s) will be hired to design and make layouts for the ATL toolkit under both book and VCD. The layouts must be attractive, beautiful and be familiar to Plan existing materials and ready for printing.

Printing of the materials:  It is requested that the ATL toolkit will be printed 3.000 copies including VCD.

III/ Responsibilities of Plan staff:
In closed consultation/collaboration with Communications team, QBE Specialist will manage and monitor progress of consultants’ works during the whole process, including proof-reading, lay –outing and printing.

IV/ Expected deliverables: 
- Proof-read ATL toolkit  which are accepted by Plan  before 30 of March 2012
- Design and Lay- out of ATL toolkit which is accepted by Plan and ready for printing before 25th of April 2012.
- 3000 printed copies including VCD of the ATL toolkit delivered to Plan in Vietnam before 25th May 2012
