Consultant: ITTP Review Assistant

Background

People with disabilities (PWD) are one of the most disadvantaged groups in Vietnam when it comes to accessing vocational training and employment opportunities. According to the National Action Plan, 93.4% of PWD over 16 years old do not have professional qualification. Even among those who have access to vocational training, only 60% were able to find job after completion of training. These figures demonstrate the limited access and quality of vocation training available for PWD in Vietnam.

Funded by the U.S. Agency for International Development (USAID), the ITTP is a cooperative effort between Catholic Relief Services and three Vietnamese higher education institutions under the Inclusion of Vietnamese with Disabilities project (2005-2014). The first ITTP site, the Hanoi College of Information Technology (or ESTIH), began training students in May 2007. The second site at Van Lang University, Ho Chi Minh City, joined in 2009. In 2012, ITTP was expanded to Da Nang at Dong A University.

CRS and training centers collaborate closely with employers to ensure students receive training in skills that are in high demand in the job market. In addition to technical training, CRS and ITTP centers also collaborate with DPOs to provide trainings in soft skills such as communication skills and team work skills to students. Since its start, more than 800 young Vietnamese with disabilities have participated in ITTP training.
Purpose of the consultancy

CRS is organizing this review of ITTP graduates’ employment status as part of the efforts to collect evidence for the effectiveness of ITTP, and draw lessons from past efforts in order to inform future programming. CRS is recruiting an experienced consultant to assist CRS M&E officer in carrying out this study.

Objective of the review

  • To identify and document strengths and weaknesses of ITTP in preparing PWD to find jobs and to keep jobs
  • To produce recommendations for future vocational training initiatives that target PWD.
  • To answer the specific questions on program activities and impacts.

Responsibilities

The consultant will perform the role of assistant to CRS’s M&E officer in the ITTP reviews with following responsibilities

  • Cooperating with CRS staff in developing data collection plan;
  • Travelling to project sites (Hanoi, Da Nang, and HCMC) to undertake data collection (both quantitative and qualitative) as planned. The assistant may assume the role of field leader in case CRS staff is not present;
  • Collecting and checking data and documents as required;
  • Preparing the database and processing data collected as required;
  • Preparing primary data inputs for the report as required.
  • Performance of the consultant will be evaluated basing on his/her fulfillment of above responsibilities and delivery of products as follows:
  • A comprehensive field plan for all three sites;
  • Raw data collected in fields are well organized for later reviews and processing;
  • Data is inputted in and processed by SPSS with data outputs as required by the lead researcher.

Selection criteria

The applicant should at least satisfy following requirements:

  • Experiences in planning field works;
  • Experiences in collecting and processing quantitative and qualitative data;
  • Good computer skills on SPSS, Word, Excel, and e-mail applications;
  • Good communication and interpersonal skills;
  • Ability to work as a team leader in field.
