We are looking for consultancy services for:

  • Vacancy: Consultant / Group of consultants for Child Right Situation Analysis (Sponsorship program)
  • Based in Lao Cai

Objectives of Consultancy

The consultant/Group of Consultants will provide services for Save the Children to conduct the CRSA in Lao Cai to guide program design for the Child Protection program under the Sponsorship Program.

The purpose of the survey is as below:

  • To seek and gather figures/data and information and analyze the situation of children protection and support, particularly for disadvantaged children, in project schools and communities. These will be used as a database for development of action plans and comparison for final evaluation of project implementation.
  • To raise awareness and build capacity of local counterpart’s officials, community members, and youth/children on child protection, supportive learning environment, how to collect data/ analysis and develop action plans based on the practical situation.

Consultant’s responsibilities

  • Develop detail plans, including qualitative and quantitative methods, and related tools for the survey.
  • Develop inception report
  • KAP tools for the survey.
  • Desk review about the children rights/ child protection issues in Lao Cai to have an overall picture on child protection, child violence and issues of disadvantaged children in community, child care shelters and schools.  
  • Conduct the survey (both qualitative and quantitative methods) in Lao Cai.
  • Data entry, cleaning and analysis
  • Report writing  (in both Vietnamese and English)
  • Power-point file on the findings and recommendations
  • Meeting with SC staff to discuss on the process of survey implementation, methodologies, content, survey tools and other related issues.
  • Meeting with local partners to present the whole plan of baseline survey and work closely with SCI staff and local partners to prepare for implementation process
  • Data analysis and report writing: the draft report will have to be shared with relevant SC staff and counterparts to get their comments and feedback before being finalized.
  • Propose the recommendations for action plans and adaption models based on key findings from survey. 
  • Present and agree on survey finding and action plans in final workshops with local partners

Key Competencies:

The national or local firm/ institute/ organization should demonstrate expertise in:

  • Strong experiences in researches/studies/surveys on children issues/children’s rights/development sectors.
  • At least 5 years experience in conducting survey/research
  • Able to allocate resources for a long term contract (up to 38 days)
  • English language skills.
  • Good analytic skills.
  • Good computing skills (Epidata, SPSS, Stata, etc).
